About this opportunity

The New York Army National Guard is soliciting quotes for catered meal services to support Initial Military Qualification training at Fort Indian Town Gap in Annville, Pennsylvania. The procurement encompasses 1,344 breakfast meals to be delivered June 4-6, 2026, and 1,855 dinner meals to be delivered June 3-6, 2026, with all meals provided as bulk trays for self-service consumption. The contractor must accommodate specific dietary restrictions including 2 vegetarian, 1 pescatarian, 10 Halal, and 2 Kosher meals, which must be labeled and kept separate from other meals per the Statement of Work. Key contract requirements include meals prepared to commercial-grade standards in compliance with Army regulations, contractor personnel possessing ServSafe food handler certification or ANSI equivalent, provision of all condiments and to-go containers, valid health inspection records with no more than three critical findings, and compliance with DoD-approved food sources and specific nutritional standards. Evaluation will be conducted on a firm fixed price basis, with award made to the lowest responsible offeror meeting all criteria outlined in the RFQ, Statement of Work, Feeding Schedule, and 21-day meal menu. Offers must be submitted by April 30, 2026, at 9:00 AM, and offerors must be currently registered and active as small businesses in SAM.gov with FAR 52.204-26 completed in their Reps & Certs section.

This is a 100 percent small business set-aside procurement with no identified incumbent contractor. The contract is designated as firm fixed price with transportation costs borne by the contractor on an FOB Destination basis, though no specific budget range or award value has been disclosed in the solicitation materials. The requirement specifies meals prepared for approximately 642 soldiers during the four-day training period from June 3-6, 2026, with breakfast service at 06:00 and dinner service at 17:30 daily. A critical amendment issued on April 27, 2026, eliminated the availability of the DFAC kitchen with full utilities, requiring the contractor to prepare and transport all meals from an off-site facility within 60 miles of the delivery location. All meals must be delivered to Building 6-203 DFAC at Fort Indian Town Gap, Annville, Pennsylvania 17003-5099, where acceptance and inspection will be conducted by the 0642 CS BN Aviation Support unit, with payment processed through the Wide Area WorkFlow system.
