About this opportunity

The Veterans Health Administration is seeking to establish a VA-wide national requirements contract for Scanning System Ultrasonic Endoscopic equipment, specifically the FujiFilm ARIETTA 850 or an equivalent system that combines ultrasound and camera technology for diagnosing and treating digestive tract conditions. This medical device will be used across VA medical centers nationwide for cancer diagnosis and staging, biopsies, cyst drainage, and targeted medication delivery. Key contract requirements include FDA 510k approval, OEM authorization documentation, new original equipment manufacturer parts, a minimum 12-month warranty, and a 3.0% Service Level Agreement fee embedded in pricing. Evaluation will prioritize technical factors (most important), followed by past performance and price, with specific subfactors including warranty terms, ease of use, control panel features, image resolution, and scope compatibility. Proposals are due by December 18, 2025, at 11:59 AM EDT, with questions due by December 15, 2025, and must be submitted via email to Cyia Jones and Kimberly LeMieux in four volumes covering technical specifications, past performance, pricing, and certifications.

This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses as a sole-source contract, with no incumbent contractors identified in the available documentation. The contract encompasses a 12-month base period with four optional 12-month extension periods for a potential five-year total duration, with performance anticipated to begin in December 2025. The pricing schedule allows vendors to propose pricing for up to 20 units per contract year, with maximum order quantities limited to 100 units per line item or $750,000 in combined orders. Contractors must provide quarterly sales reporting across 23 VA healthcare networks and 191 specific VA medical facilities, along with maintenance, installation, software updates, and product recall support services. Performance will occur throughout the United States, with the contract supporting VA clinicians and medical centers nationwide in their diagnostic and treatment capabilities.

Notice text

The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Scanning System Ultrasonic Endoscopic product line as a candidate for a VA-wide (otherwise referred to as “national”) single Requirements contract award.

A Scanning Systems Ultrasonic Endoscopic machine is a device that combines a camera and ultrasound to create images of the digestive tract and surrounding organs. It's used to diagnose and treat diseases in the digestive tract. A thin, flexible tube called an endoscope is inserted into the body through the mouth or anus. The endoscope has a small ultrasound device and a tiny video camera and light at the tip. The ultrasound device sends high-frequency sound waves into the body and those waves reflect off organs and tissues, creating images on a monitor. It's used for Diagnosing and staging cancer, confirming if cancer has spread to other organs or lymph nodes, performing biopsies to test for cancer, draining cysts, and delivering medication directly to an organ.

The Contractor must demonstrate the ability to meet all requirements for the solicitation. The objective is to provide Scanning System Ultrasonic Endoscopic to be used by clinicians throughout the VA medical centers and facilities. The period of performance is for a base of 12-months with four 12-month option periods.
