About this opportunity
The Department of Veterans Affairs is seeking to procure Microwave Therapy Systems for tissue ablation, specifically designed for thermal ablation of soft tissue and solid organ regions such as liver tumors. The solicitation targets the Varian Medical Systems IntelliBlate Microwave Ablation System or equivalent products that meet seven key salient characteristics including FDA approval, 140 watts or greater microwave power generation, touchscreen interface, mobile cart system, 13-gauge or smaller probes, probe lengths of 25cm or longer, and minimum one-year manufacturer warranty. This national single requirements contract encompasses equipment, accessories, consumables, installation, training, proctoring services, annual warranty, and maintenance services across all VA medical centers and facilities nationwide. The evaluation will prioritize technical factors most heavily, followed by past performance, with price being the least important consideration factor. Proposals are due on June 9, 2025, with questions accepted until May 29, 2025, and the anticipated award date to be determined.
This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 334510 with a size standard of 1,250 employees. The contract structure includes a 12-month base period with four additional 12-month option periods, creating a potential five-year total contract duration. The procurement covers 136 specific VA medical facilities across 22 VA healthcare networks nationwide, with quarterly sales reporting requirements and a 3% service level agreement fee embedded in pricing. Key contract line items include starter kits, system configurations, probes of various lengths, temperature sensor probes, daily rental fees, technical support services, and warranty options ranging from one to five years. Performance will occur throughout the United States at VA medical centers and facilities, with delivery based on individual orders from VA Medical Centers and shipping costs capped at $25 per item.
Notice text
The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Microwave Therapy Systems: Tissue Ablation product line as a candidate for a VA-wide (otherwise referred to as “national”) single Requirements contract award.
Microwave Therapy Systems: Tissue Ablation are designed for thermal ablation of soft tissue and/or regions of solid organs (e.g. liver). These systems typically consist of a microwave generator, a coaxial cable, a temperature sensor, and interstitial needle-like applicators as antennas; computed tomography, ultrasound, or magnetic resonance guidance is used to locate the applicator and sometimes to evaluate tissue ablation. The radiating antenna is placed on or near the tissue volume to be ablated using an applicator or catheter. The primary mechanism for tissue heating at microwave frequencies is vibration of the ions (e.g., ions of water molecules) in the tissues at the frequency of the electrical field. Interstitial tissue-ablation systems are mostly used for percutaneous coagulation necrosis of unresectable tumors at temperatures over 60 degrees C, but less than 100 degrees C.
The Contractor must demonstrate the ability to meet all requirements for the solicitation. The objective is to provide Microwave Therapy Systems: Tissue Ablation to be used by clinicians throughout the VA medical centers and facilities. The period of performance is for a base of 12-months with four 12-month option periods.
