About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), National Weather Service Southern Region, is seeking to replace non-compliant camera systems at four Weather Forecast Office locations in Shreveport, LA, New Braunfels, TX, Corpus Christi, TX, and Brownsville, TX. The current Chinese-manufactured cameras violate Section 889 of the National Defense Authorization Act and the Secure Equipment Act, requiring replacement with TAA-compliant systems compatible with Blue Iris software. The procurement calls for a turnkey solution where contractors must provide all labor, materials, equipment, and services necessary to install new camera mounts, cameras, Power over Ethernet devices, and Wi-Fi antennas while ensuring full system integration. Interested companies must demonstrate expertise with Blue Iris software, provide relevant past performance from the last 3-5 years, and confirm TAA compliance capabilities. Capabilities statements are limited to five pages and must be submitted electronically to Elliott Waxman at NOAA Federal by August 11, 2025.
This opportunity is designated as a HUBZone small business set-aside, requiring interested contractors to verify their HUBZone certification status. No incumbent contractors or current service providers are identified in the notice, and no specific contract values or budget ranges are disclosed at this pre-solicitation stage. The scope involves camera system replacements at four distinct WFO locations, with the contractor required to complete all work within 180 days of contract award. The contractor must provide a five-year parts warranty and one-year workmanship warranty for all installed equipment. The government will retain existing head-end equipment including servers, network switches, and Blue Iris software, while supplying a Windows 11 computer with Blue Iris software, monitor, keyboard, and network connections for the project.
