About this opportunity

The Nevada Army National Guard (NVARNG) is soliciting proposals for fuel farm maintenance and repair services at the Aviation Support Facility (AASF) in Reno, Nevada. The contract requires three primary deliverables: replacement of the fuel farm motor, rebuild of the fuel pump, and repair of the fuel meter to restore reliable fuel delivery from underground tanks to HEMTT refueler vehicles. These repairs are critical to prevent system failure that could result in the inability to fuel vehicles or potential fire hazards. The government will evaluate proposals based on three factors: price, conformance to technical requirements, and past performance. Proposals are due by May 6, 2026, and a voluntary site visit is available on April 16, 2026 at 11:00 A.M. PST at Harry Reid Training Center. The specific equipment includes a Gorman-Rupp Pumps Model RD3A31 BAR pump coupled to a 40-horsepower Baldor Electric Company motor operating at 460 volts, 3,545 RPM, and 3-phase configuration.

This solicitation is set aside as a Total Small Business contract with no current incumbent contractor. The contract is structured as three firm fixed-price line items to be completed between June 1 and June 12, 2026, with work conducted over two eight-hour days, Tuesday through Friday, excluding federal holidays. The Nevada Army National Guard has indicated a preference for completing the work within two to three days and has expressed a preference for replacing both the motor and pump, as well as replacing the meter rather than repairing it, to minimize system downtime. The place of performance is the Harry Reid Training Center at 20000 Army Aviation Drive, Reno, Nevada 89506, though service delivery and acceptance are coordinated through the NVARNG element in Carson City. Contractor personnel must obtain local background clearance and AT Level 1 training prior to commencing work, and all materials, equipment, supplies, and tools are the contractor's responsibility.

Amendment 0002

Further questions from industry and responses.

1. How long, once we pull the equipment, do we have to put the system back online? According to the fuel techs at site, they need fuel daily.

2. How long can the system be down?

3. The PWS in Para 1.4 states “Replace the fuel farm Motor” and “Rebuild the Pump,” but in PRS #1 it states “…replace the pump, rebuild the motor...” Which is correct?

4. Since no one knows what’s wrong with the meter, why not replace it?

Response from unit representative:

“We could afford to have the fuel farm down for two or three days. If this will require longer we can definitely coordinate something on our side for a longer repair time but that would not be preferred. We would like to replace both motor and pump to reduce down time on this project. We would also like to replace the meter if possible.”

Description of Requirements:

(a) The United States Property and Fiscal Office Purchasing and Contracting Division on behalf of the NVARNG AASF requires fuel farm replacement of the pump motor, rebuild of the pump, and repair to the meter to reliably pull fuel from the underground tanks into the refueling vehicles. Previous damage to the fuel farm’s Scully switch and bypass of the safeguards on it placed undue stress on the motor, pump and meter, which are beginning to fail. If the motor or pump seizes, the fuel farm will be unable to deliver fuel from the tanks into the HEMTT refueler vehicles. They also have the potential to overheat and set the fuel farm on fire.
     1. Objectives:
          A. Replace the fuel farm Motor.
          B. Rebuild the pump.
          C. Repair the fuel meter.

(b) There is no current contract for this requirement.
