About this opportunity

The Defense Health Agency has issued a Special Notice for the acquisition of services to upgrade the existing NUH-60 cockpit visual display system at the U.S. Army Aeromedical Research Laboratory (USAARL). The current NUH-60 simulator was previously acquired from SGB Enterprises, Inc. (SGB) and includes proprietary software and integration developed by SGB's subcontractor, CATI, Inc.

The purpose of this Special Notice is to determine whether SGB, as the incumbent provider with specialized knowledge and expertise, will be the only vendor capable of meeting the government's requirements for this upgrade. The government is requesting that any vendors who believe they can meet the requirements submit capability statements by July 22, 2024. The government will use the responses to decide whether to proceed with a sole source award to SGB or conduct a competitive procurement. The set-aside for this requirement is unrestricted, and the NAICS code is 336413 - Other Aircraft Parts and Auxiliary Equipment Manufacturing.

This requirement is for the acquisition of services to upgrade USAARL’s existing NUH-60 cockpit (visual display system) to mirror the FSXXI NUH-60. USAARL’s exiting NUH-60 was acquired from SGB with proprietary software design and development integration from CATI, Inc., d/b/a CATI Training Systems (CATI), 208 Heritage Way, Ozark Alabama 36360. Further, CATI has developed a proprietary testbed and configuration management system for coding, testing, debugging and hardware integration for the NUH-60 flight simulator. This allows for testing all NUH-60 changes prior to modifications to the simulator. Additionally, SGB has previously installed numerous upgrades and significant modifications on the existing flight simulator. In order to achieve the requirements of the Government SGB will maintain a contractor/subcontractor relationship with CATI. In consideration of the aforementioned, SGB has been determined to be the only vendor capable of meeting the requirements of the Government.
