About this file
This document is a Notice of Intent for a sole source contract award. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a firm fixed-price contract to SGB Enterprises, Inc. to upgrade the existing NUH-60 cockpit visual display system at the U.S. Army Aeromedical Research Laboratory (USAARL) to mirror the FSXXI NUH-60. SGB and its subcontractor CATI, Inc. have proprietary software and integration expertise for the existing NUH-60 simulator, which USAARL previously acquired from SGB. As the incumbent provider with specialized knowledge, SGB has been determined to be the only vendor capable of meeting the government's requirements. The notice provides instructions for vendors to submit capability statements by July 22, 2024 if they believe they can meet the requirements. The government will use the responses solely to determine whether to proceed with a sole source award or conduct a competitive procurement.

This requirement is for the acquisition of services to upgrade USAARL’s existing NUH-60 cockpit (visual display system) to mirror the FSXXI NUH-60. In order to achieve the requirements of the Government SGB will maintain a contractor/subcontractor relationship with CATI. In consideration of the aforementioned, SGB has been determined to be the only vendor capable of meeting the requirements of the Government.
