About this opportunity
The Department of the Air Force Air Mobility Command seeks procurement of 10 Electronic Automatic Activation Devices (EAADs) for Non-Tactical Ram Air Parachute Systems (NTRAPS) at Fairchild Air Force Base, Washington, with quotes due July 27, 2026 at 10:00 AM PT and questions due July 22, 2026 at 10:00 AM PT. This is a 100% small business set-aside under NAICS 334511 with PSC 1670, foreclosing competition from large businesses.
Place of performance is Fairchild Air Force Base, Washington. The requirement is Firm Fixed Price with FOB Destination; all shipping costs must be included in the quoted price. Contractors must identify the specific automatic activation device model being offered, including NSN and item name, and provide actual lead time in days after contract award.
Only four EAAD models are authorized: Military Cypress 2 1000/35A (NSN 1670-01-603-1021), Cypress 2 Expert (NSN 1670-01-588-0280), Vigil 2 (NSN 1377-13-119-7112), and Vigil Cuatro (NSN 1377-13-122-3955). Devices must comply with AFI 10-3503, the Air Force Personnel Parachute Program Approve For Use List, and the Sun Path Products Inc. Javelin Odyssey Harness and Container System (JA-101) Owner's Manual. All EAADs must be configured for 1-Pin (single-pin) operation and must support emergency opening altitudes of 1000 or Expert configuration. CYPRES devices require lifetime maintenance; lifetime maintenance does not apply if Vigil is offered. Devices must be models for which the 336 Training Support Squadron's aircrew flight equipment technicians and military parachutists are currently trained and certified.
Evaluation criteria include price and Supplier Performance Risk System (SPRS) assessment under R-DFARS 252.204-7024. The government intends award without discussions based on the responsible offeror providing best value, though reserves the right to conduct interchanges if necessary. Offerors must hold prices firm for 30 calendar days from the RFQ closing date. All prospective offerors must be registered in SAM.gov prior to submission. Amendment 0001, effective July 22, 2026, provided contractor question responses and revised Salient Characteristics; contractors must acknowledge receipt of the amendment with their quote.
