About this file
This document is a Salient Characteristics attachment for a federal contract requirement issued by the 92d Contracting Squadron at Fairchild Air Force Base, Washington (Contract Number FA462026QA285).
The requirement seeks procurement of 10 new Electronic Automatic Activation Devices (EAADs) for use with Non-Tactical Ram Air Parachute Systems (NTRAPS) operated by the 336 Training Support Squadron. EAADs are mandatory safety devices that automatically activate reserve parachutes if a parachutist becomes unconscious or fails to manually deploy their main parachute by minimum safe altitude. The devices are essential to prevent grounding of free fall parachute operations and training activities. The contractor must provide devices that comply with AFI 10-3503, the Air Force Personnel Parachute Program (PPP) Approve For Use List (AUL), and the Sun Path Products Inc. Harness and Container System (JA-101) Owner's Manual.
The mandatory salient characteristics specify that devices must be explicitly authorized for the Javelin Odyssey NTRAPS reserve parachute system, listed on the current Air Force PPP AUL, and support emergency opening altitudes accommodating instructor operations at lower altitudes (such as "1000" or "Expert" configurations). Devices designed exclusively for larger tandem systems are unacceptable due to incompatibility with smaller NTRAPS canopies. Additionally, devices must be models for which the 336 TRSS Aircrew Flight Equipment technicians and military parachutists are currently trained and certified, specifically Cypress and Vigil systems. Only four specific EAADs are authorized: Military Cypress 2 1000/35A (NSN 1670-01-603-1021), CYPRES 2 EXPERT (NSN 1670-01-588-0280), VIGIL 2 (NSN 1377-13-119-7112), and VIGIL CUATRO (NSN 1377-13-122-3955).

Salient Characteristics For
Non-Tactical Ram Air Parachute System (NTRAPS) Electronic Automatic Activation Device
(EAAD)
Fairchild AFB, WA
1. BACKGROUND:
Electronic automatic activation devices (EAAD) are required when utilizing free fall parachute systems.
These assets work by sensing the ambient altitude during free fall to activate the reserve parachute automatically if the parachutist is either unconscious or fails to pull their main parachute by the minimum safe altitude. Without these assets, free fall parachuting operations will be grounded for the 336 Training Support Squadron.
According to manufacture manuals for non-tactical ram air parachute systems (NTRAPS) as well as Federal Aviation Administration (FAA) regulations, EAADs are required in all free fall parachute systems. The Air Force Personnel Parachute Program (PPP) Approve For Use List (AUL) outlines authorized EAADs for use in these systems.
2. OBJECTIVES:
The objective is to obtain a suitable stock of EAADs to replenish expiring units to prevent grounding free fall jump operations. These assets have a service life and manufacture maintenance interval that varies depending on the manufacture of the unit. For assets that require manufacture maintenance, the parachute system must be grounded while the asset is sent back to the manufacture.
Instructors utilize NTRAPS to maneuver easier in the air to observe and film free fall students and jumpers undergoing upgrade training. They are authorized to pull their main parachutes at a lower altitude to be able to film the students’ parachute opening. Without these EAAD assets, free fall operations utilizing NTRAPS will not be able to occur.
3. REQUIREMENTS:
The contractor shall provide 10 new Electronic Automatic Activation Devices in accordance with AFI 10- 3503, Air Force Personnel Parachute Program (PPP) Approve For Use List (AUL) and the Sun Path Products Inc. Harness and Container System (JA-101) Owner’s Manual (https://sunpath.com/manuals/).
4. SPECIFIC SALIENT CHARACTERISTICS:
To meet mission requirements and ensure the safety of instructors and students, the provided EAADs must meet the following mandatory characteristics:
• System Compatibility: The devices must be explicitly authorized for use in the Javelin Odyssey non-tactical ram air parachute system (NTRAPS) for the reserve parachute, as outlined in the Sun Path Products Inc. Harness and Container System (JA-101) Owner’s Manual.
• AUL Approval: The devices must be listed on the current Air Force Personnel Parachute Program (PPP) Approve For Use List (AUL).
• Emergency Opening Altitude Limits: The devices must support an emergency opening altitude that accommodates instructors opening their main parachutes lower than students (e.g., “1000” or “Expert” configurations). Devices designed exclusively for larger parachute systems (such as "1500" or "2500" tandem units) are unacceptable, as the faster rate of speed from smaller

• Maintenance & Training Compatibility: The devices must be models that the 336 TRSS Aircrew
Flight Equipment (AFE) technicians and military parachutists are currently trained and certified to maintain and operate via the US Army free-fall school (specifically Cypress and Vigil systems), allowing proper maintenance actions and ensuring consistency with their current system of use.
5. AUTOMATIC ACTIVATION DEVICES AUTHORIZED FOR USE:
Based on the combined justifications and requirements above, only the following EAADs are authorized for this requirement:
