About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for solicitation FA462026QA285, issued by the 92nd Contracting Squadron at Fairchild Air Force Base, Washington. The amendment is effective July 22, 2026, and is directed to all offerors. The hour and date for receipt of offers is not extended by this amendment. Offerors must acknowledge receipt of this amendment prior to the specified deadline through one of three methods: completing and returning the amendment, acknowledging receipt on each copy of the offer submitted, or sending a separate letter or telegram referencing the solicitation and amendment numbers.
The amendment provides responses to four contractor questions and revises the Salient Characteristics (Attachment 1, REV1). Key clarifications include: the Government will only accept quotes for items/models listed in the Salient Characteristics that comply with the USAF Personnel Parachute Program Approve For Use List, specifically excluding alternative models such as the US Army's EEAAD-01; for CYPRES Automatic Activation Devices, the Government requires either the Military CYPRES 2 1000/35A (NSN 1670-01-603-1021, P/N AAD2C1M1035L) or CYPRES 2 EXPERT (NSN 1670-01-588-0280, P/N AAD2C1X-L), both in 1-Pin configuration with Lifetime Modular Technology; 1-Pin (Single-Pin) configurations are required for all devices; and lifetime maintenance is required if CYPRES is offered but does not apply if Vigil is offered. The revised Salient Characteristics supersede all previous versions. Contractors must sign and return one copy of this amendment with their proposal.

SUMMARY OF CHANGES
The purpose of this Amendment is to provide responses to questions submitted by prospective contractors and to revise the Salient Characteristics.
1. Responses to Contractor Questions
All questions and answers are provided below. All applicable revisions have been incorporated into
Attachment 1: Salient Characteristics (REV1).
Q1: A vendor has noted that the US Army's program of record Automatic Activation Device is the
EEAAD-01 (NSN 1670-01-699-7702). Will the Air Force accept quotes for the EEAAD-01 variant configured to the required 1,000-foot AGL activation criteria for this NTRAPS procurement, or is the
Government strictly limiting quotes to the products currently listed on the USAF Personnel Parachute
Program (PPP) Approve For Use List (AUL)?
A1: The Government will only accept quotes for the exact items/models listed in the Salient
Characteristics which fall in accordance with the USAF PPP AUL and the manufacture’s manual for the specific NTRAP parachute container that is utilized. Alternative models, including the US Army's
EEAAD-01, are not acceptable for this procurement. Under AFI 10-3503, the 336 TRSS is legally restricted to purchasing devices approved on the current USAF PPP AUL. Additionally, the unit's AFE technicians and parachutists are trained and certified exclusively on the CYPRES and Vigil architectures, making other models logistically and operationally non-compliant.
Q2: Please clarify which specific configuration/style of CYPRES EAAD is required for this solicitation.
A2: For CYPRES models the Government requires either the Military CYPRES 2 1000/35A: 1670-01-
603-1021(1-Pin) P/N: AAD2C1M1035L (1-Pin w/ LTM) or the CYPRES 2 EXPERT: 1670-01-588-
0280 (1-Pin) P/N: AAD2C1X-L (1-Pin w/LTM).
Q3: Please clarify if the required devices must be configured in a 1-Pin or 2-Pin style.
A3: The Government requires 1-Pin (Single-Pin) configurations.
Q4: Please advise if the required units must include "lifetime maintenance" or if standard factory maintenance intervals are acceptable.
A4: If CYPRES is offered, the lifetime maintenance is required to be included in the purchase. If Vigil is offered, the lifetime maintenance does not apply.
2. Revised Salient Characteristics
a. Attachment 1: Salient Characteristics is hereby replaced with Attachment 1: Salient
Characteristics (REV1). Attachment 1: Salient Characteristics (REV1) supersedes and replaces all previous versions of the Salient Characteristics.
All other items remain unchanged.
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
