About this opportunity
The Naval Surface Warfare Center Philadelphia Division (NSWCPD), a component of the Department of the Navy Naval Sea Systems Command, issued a Special Notice announcing an Industry Day for the Big Blue 4 (BB4) Multiple Award Contract (MAC). The event was held virtually on March 18, 2026, from 10:00 to 11:00 AM EDT via Microsoft Teams and was open to all federal contractors regardless of business size. The Industry Day served as an informational forum to brief industry partners on the Navy's next-generation contracting vehicle for Hull, Mechanical & Electrical machinery technology modernization. The announcement included a draft Statement of Work, presentation slides, and post-event questions and answers to provide comprehensive background information about the upcoming procurement. Participation in the Industry Day was voluntary and carried no obligation to fund opportunities discussed or requirement to participate in future contract competitions.
The primary purpose of the BB4 Industry Day was to inform contractors about NSWCPD's requirements for transitioning Hull, Mechanical & Electrical machinery technology to the U.S. Navy active and reserve fleet while supporting various Navy modernization programs across surface ships, carriers, submarines, and service craft at multiple domestic and overseas naval installations. The contract will be structured as an IDIQ MAC with an unfunded ceiling and estimated total level of effort of approximately 1.3 million labor hours annually, with anticipated release in Q4 FY26, solicitation closure in Q1 FY27, and contract award in Q2 FY28. All federal contractors, both large and small businesses, are eligible to participate, with no restrictions on competition; however, small business set-aside determinations will be made at the individual task order level rather than at the base contract level. The BB4 MAC will support multiple ship availabilities and modernization projects at various performance locations, with work including design, development, fabrication, installation, quality assurance, and testing of HM&E systems. Key requirements for contractors include maintaining NAVSEA 09MP-approved Quality Management Systems, achieving CMMC Level 2 C3PAO certification by November 2026, obtaining facility security clearances, and maintaining qualified personnel in specialized labor categories ranging from senior program managers to skilled trades.
