About this file
This file is a Questions and Answers document from the NSWCPD Big Blue 4 Industry Day, containing 20 questions and government responses regarding the Big Blue 4 Multiple Award Contract (MAC).
The BB4 MAC is a FAR-based acquisition with unrestricted, full and open competition, anticipated for release in Q4 FY26 through PIEE and SAM. The contract will feature multiple prime contract holders competing on individual task orders, with rolling admissions allowed during option years. NSWCPD does not anticipate limiting the number of prime contractors awarded. Fee will not be allowed on non-labor costs excluding travel; only labor costs are subject to fee consideration. Task orders will support multiple ship availabilities, with work potentially located at private shipyards, pier-side, naval stations, and international shipyards, with specific locations determined at task order level. Small business set-aside determinations will be made at task order level, similar to BB3, when NSWCPD has reasonable expectation of receiving quotes from two or more qualified small businesses. The government will not evaluate key personnel resumes at the base contract level and does not plan to release a draft Section L&M. Key personnel and management support labor categories will be reviewed for clarification; minimum qualifications for all labor categories will be assessed and potentially revised. A pre-solicitation notice will be issued, but no sources sought announcement is anticipated.

NSWCPD Big Blue 4 Industry Day Questions and Answers:
Q&A Session:
Received in Advance:
1. Question: Will Government allow Contractors to propose fee on non-labor costs excluding travel (material and ODC Services) on BB4?
Answer: No, we do not intend to allow contractors to propose fee on non-labor costs.
2. Question: Will Government continue to bundle ship availabilities within the same RFQ package for future task order requirements on BB4?
Answer: We anticipate task orders to support multiple ship availabilities.
3. Question: Will the Government allow additional management support labor categories other than clerk/typist and Systems/Program Analyst?
Answer: Please reach out to PCO, Sean McGinley (sean.p.mcginley4.civ@us.navy.mil) and CS Emily Simpson (emily-rebecca.simpson.civ@us.navy.mil) and let us know what additional management support labor categories you believe should be included. We will take into consideration.
4. Question: The Acquisition Management specialist labor category is assigned only 480 hours but is shown as a key labor category with an asterisk in the labor hour table. This relatively small number of labor hours would not support a potential full-time hire. Recommend the Government change this labor category to a non-key labor category.
Answer: We believe this was a misinterpretation. There are no personnel identified as key in the statement of work. We will review and clarify the SOW if/as appropriate.
5. Question: In section 12.4.3.19, the requirement for a technical writer to have a Bachelor’s degree will eliminate highly qualified retired Navy technicians. Recommend that the
Government consider an equivalency in this labor category of 7 years of technical writing experience with a High School degree.
Answer: We will review minimum qualifications for all labor categories and revise if or as appropriate.

Q&A Session During Meeting:
6. Question: Can we share our contact information in chat for communication amongst potential teaming contractors?
Answer: Yes, please share. Attached is a list of the registered industry participants to contact as well.
7. Question: Do you have any insights into how BB4 will - or will not be - affected by the
Navy's announcements on the standup of PAE's and the 'alignment' of contracts under the
PAE's?
Answer: NSWCPD does not anticipate any impact on the industry side or from our
Sponsors. This would be more internal changes occurring. As far as BB4, we’re moving forward with business as usual.
8. Question: Are there any specific shipyards that the upkeep efforts are expected to be completed? For the scope of the contract, are you positioning efforts to be completed where people will be traveling to different locations to have the upkeeps done based on the ship’s availability, because of the way the ships are going to be going in and out of port? Or are there specific locations/yards that you have in mind where you expect these to be completed?
Answer: Location and ship availability will be provided at task order level. This could include private shipyards, pier-side, naval station and international shipyards.
9. Question: Will solicitations for BB4 continue to be issued through PIEE, SAM, and email?
Answer: The BB4 MAC RFP will be issued though PIEE and SAM. Email communication would likely occur though task order level. Subject to change based off system updates, etc.
10. Question: On the base RFP will there be key labor categories that require resumes?
Answer: No, as of now the plan is not to evaluate key personnel at the base contract level.
11. Question: I noticed in the PowerPoint you provided that you listed there a number of SCs that would be part of BB4. Do you have a list currently of SCs that you want to have accomplished under BB4 at present? And would the variety of those also be included as part of the RFP (scope or fielding plan)?
Answer: In regard to scope, it would best refer to SOW Section 1.1 Background for the list of programs supported for BB4. As for a fielding plan, we do not have right now. We do intend to release information periodically as part of our forecasting and that does get posted to SAM.gov.
12. Question: Are you considering having a requirement for non-traditional defense contractors to be included as a requirement for the submission? For these types of IDIQ efforts, the potential is an Other Transactional Agreement would have a requirement for having a non-traditional defense contractor.
Answer: This will be a FAR based acquisition.
13. Question: Will there be a limit on No of Primes for awards?
Answer: No, we do not anticipate a limit to Primes.
14. Question: Will the parameters on small business set-aside (SBSA) at the task order level be similar to how BB3 current runs?
Answer: Yes, this process will be similar to BB3 where set-aside determination is set at task order level if NSWCPD has reasonable expectation of receiving quotes from 2 or more small businesses able to complete the requirement.
15. Question: In recent NSWCPD industry day the anticipated BB4 RFP would be out in Q4 of FY 27. Are we talking of FY26 or FY27 for this RFP?
Answer: This will be Q4 FY26 at this time.
16. Question: Do you anticipate down the road releasing a draft Section L&M?
Answer: No, we do not anticipate releasing a draft L&M.
17. Question: Considering rolling admission, would this be at point of RFP or would this be released to SAM and PIEE? If we are considering creating a consortium of companies to support BB4, more than 1 prime on a contract, could we provide a response as a consortium of companies?
Answer: This will be a Multiple Award Contract (MAC) with multiple prime contract holders to compete under the MAC. That will be 1 prime per contract awarded under the
MAC that then competes on Task orders. A consortium of Primes will not be possible for this type of contract. As for rolling admissions, these are intended to be allowable during the option years for any companies looking to support Big Blue in the future.
18. Question: Have you decided on the level of competition of BB4, will this be Full and
Open?
Answer: Our plan is to solicit BB4 under an unrestricted, full and open competition. Any set-aside decision would be made at a task order level.
19. Question: Should we expect to provide as part of the RFP response, hazardous waste material labor estimates for the shipboard efforts that we’re accomplishing, or will that be outside the scope of contract? If you're looking at the staff that we're going to bring on for the response to the RFP, should we have somebody staffed for that type of work as part of our response and have those hours accounted for as part of the labor?
Answer: When it comes to estimates, this would be at a task order level as for the BB4 base contracts we do not intend to evaluate costs. The level of effort and if inclusion of hazardous material labor would be included as level of effort hours in the RFP and would also be included on task order level solicitations.
20. Question: Do you anticipate another sources sought coming out for this?
Answer: No, we do not anticipate a sources sought. There will be a pre-solicitation notice.
