About this file

This file contains presentation slides from the Naval Surface Warfare Center Philadelphia Division (NSWCPD) Big Blue IV (BB4) Multiple Award Contract (MAC) Industry Day held on March 18, 2026. The presentation outlines the Navy's next-generation contracting vehicle to support transition of Hull, Mechanical & Electrical machinery technology to the U.S. Navy active and reserve fleet, encompassing mid-to-large level modernization projects across Surface, Submarine, Carrier, and Amphibious platforms at various naval installations and shipyards. Work includes structural, outfitting, piping, ventilation, and electrical system modifications; installation of display units and switches; fiber optic testing; and equipment/system repairs interfacing with approved Ship Changes. The contract is estimated at a five-year base period with five one-year option periods, projected Level of Effort of approximately 1.3 million labor hours annually, with roughly 85 percent Government site work and 15 percent contractor site work.

The Big Blue IV contract will be awarded as an IDIQ MAC with an unfunded ceiling and estimated total Level of Effort. Post-award, each prime contractor will receive an initial task order meeting the minimum guaranteed dollar amount, followed by competed individual task orders among all MAC holders evaluated on cost, technical merit, and past performance. Key differences from the predecessor Big Blue III contract include the new five-year base structure with option periods, implementation of required CMMC Level 2 C3PAO certification by November 2026 for all contractors handling Controlled Unclassified Information or Federal Contract Information, and elimination of cost proposal evaluation at solicitation. The solicitation is scheduled for release in Q4 FY26, with closure in Q1 FY27 and contract award anticipated in Q2 FY28. Labor categories span 40 distinct positions from senior program managers to administrative staff, including engineers, technicians, skilled trades, and administrative personnel. Points of contact are Sean McGinley (Big Blue Contract Manager) and Emily Simpson (Contract Specialist).

Big Blue III MAC Contract

Misson: Support transition of Hull, Mechanical & Electrical machinery technology to the U.S. Navy active/reserve Fleet and support various sponsors for Navy Modernization Programs.

This requires development and execution of various Ship Changes (SCs) and SHIPALTs to upgrade and maintain system/equipment readiness for various Navy HM&E and electronic systems in cost-effective and timely manner.

Program would cover mid to large level modernization projects that are accomplished both pier-side and in drydock at various naval installations and shipyards.

Program consist of critical-path SCDs/Alterations that are typically complex in nature, crucial to execution of meeting key production, lights-off and testing milestones during ship CNO availabilities. Installs also are intricate in system arrangement, interface and distributive system impact.

Program supports both CONUS and OCONUS site locations.

Work includes all platforms including, but not limited to, Surface, Submarine, Carrier, and Amphibious ships.

Big Blue IV Task Areas

Examples of Big Blue projects:

Structural, outfitting, piping, ventilation, and electrical system modifications to existing compartments

Install Display Units, terminal boxes and switches, and electrical cable

Test and verify fiber optic connections

Equipment/system repair that interfaces with an approved Ship Change (SC) and would need to be fully operational in order to successfully light off and test the SC.

Additional examples of projects/programs supported included in draft Statement of Work (SOW).

Big Blue IV Task Areas

Contract is estimated to be five (5) base years and five (5) one (1) year option periods.

The projected Level of Effort (LOE) is approx. 1.3M labor hours per year.

Some overtime hours are expected to be included in the estimated LOE.

The work location is expected to be roughly 85% Government Site/15% Contractor Site

*SUBJECT TO CHANGE

Big Blue III All base, with no option periods Once award was made to contractors no “rolling admission” for other contractors to become “primes” Cost proposals were submitted with proposals.

Big Blue IV 5-year base with 5 1-year option periods New policy regulations result in CMMC certification needed for all awarded companies.

Considering “rolling admissions” Cost will not be evaluated for solicitation.

Big Blue III vs Big Blue IV

Effective November 10, 2025, DFARS 252.204-7025 has been updated to incorporate Cybersecurity Maturity Model Certification (CMMC) requirements for contracts involving Controlled Unclassified Information (CUI) or Federal Contract Information (FCI). As your contract involves the handling of CUI or FCI, it will be subject to these new CMMC requirements.

Starting in November 2026, all contractors must undergo a CMMC Level 2 C3PAO assessment. Contractors failing to maintain a CMMC Level 2 C3PAO Assessment with a score above 88 by this deadline will face risks and potential delays in receiving new contract awards and exercising future option periods.

Each Prime contractor will be awarded a BASE contract with an UNFUNDED ceiling and an estimated total Level of Effort for the 5-year contract period.

After award of the BASE contract, a task order will be awarded to each MAC holder to meet the minimum guaranteed dollar amount specified in the solicitation. Then, moving forward, Individual Task Orders will be solicited and competed between all MAC contract holders.

Task Orders will be awarded to the MAC contract vendors in accordance with the Task Order’s solicitation.

The offers will be evaluated to confirm compliance with the solicitation as well as evaluated on the cost, technical and past performance factors.

Task Orders will either be fully funded at time of award or Incrementally funded over time through funding modifications to the order.
