Small business size standard $10M

The Government intends to award one (1) Indefinite Delivery Indefinite Quantity (IDIQ) contract in support of this effort. Task orders will not be competed after award.

This acquisition will utilize Best Value Tradeoff source selection procedures in accordance with FAR 15.101-1, as supplemented. This is a competitive tradeoff, best value source selection in which technical evaluation factors are considered in addition to price. By submission of its offer, the Offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements.

Failure to meet a requirement may result in an offer being excluded from competition and not evaluated any further. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale.

Offerors are advised that the Government intends to evaluate proposals and award without discussions or any contact concerning the proposals received. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. If discussions are deemed necessary by the Contracting Officer, all proposals will be evaluated (both technical and price) for the purpose of establishing a competitive range.

The solicitation and resulting contract award will be a performance-based service acquisition made to the responsible offeror whose proposal, conforming to the Request for Proposals (RFP), will be most advantageous to the Government, price and other evaluation factors considered. The offeror's proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. Please refer to the attached RFP (SF1449 and attachments) for more detailed information.
