SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0001 Q&A

Question 1) Is there an incumbent to solicitation H9224014R0013 or is this considered a new requirement?

Answer 1) The basic IDIQ is considered a new requirement. The Sample Task Order 0001 is currently being performed by TSM Corporation; POC is Wendy Sanford, (407) 730-8617.

Question 2) The FBO posting for the subject solicitation indicates that the posted solicitation package is a DRAFT.

However, in the body of the FBO announcement, it states: "PROPOSAL SUBMISSIONS: Proposals are due by 07 JUL 2014, at 12:00 p.m. Pacific Standard Time (PST)." Can you please clarify, i.e., is the posted solicitation package a DRAFT, or not?

Answer 2) A DRAFT SF 1449 Solicitation was posted so offerors could begin proposal preparation, now with Amendment 0001 the finalized version of the RFP is posted. The Proposal Due date is 11 JUL 2014 at 12:00 PM

(PST).

Question 3) Is there any way to obtain an FCL prior to the time of proposal submittal?

Answer 3) The Government will not sponsor a new FCL for this requirement. A proposal submitted without an active FCL will not be acceptable and will not be considered for award.

Question 4) Are resumes and letters of intent required for all personnel required for the sample task order?

Answer 4) Please review the submission instructions and the Key Personnel clause SOFARS 5652.237-9001 Key Personnel Requirements (2003).

Question 5) Will there be a [due date] extension?

Answer 5) The due date is extended to 11 JUL 2014 at 12:00 PM (PST).

Question 6) The FBO posting for this solicitation states the following: "The Government intends to award up to two

(2) Indefinite Delivery contracts in support of this effort. Task orders will not be competed after award." Please clarify how task orders will be awarded.

Answer 6) The Announcement is hereby corrected as follows: "The Government intends to award one (1) Indefinite Delivery contracts in support of this effort. Task orders will not be competed after award."

Question 7) Has the Government conformed labor categories to labor categories identified in the Wage Determination RFP attachments?

Answer 7) Offerors shall use standard business practices to apply the appropriate labor categories with the wage determinations.

Question 8) Are resumes and letters of intent required for all personnel required for the sample task order (i.e. 28 FTE's)?

Answer 8) Please review the submission instructions and the Key Personnel clause SOFARS 5652.237-9001 Key Personnel Requirements (2003).

Question 9) The sample task order, attachment 1C has a different solicitation number then the RFP, is this intentional?

Answer 9) This is corrected to show H92240-14-R-0013-0001.

Question 10) Are CPARS acceptable in lieu of past performance questionnaires?

Answer 10) No.

Question 11) RE: Section DD254, Section 9: This section should give us a description of the services we will perform on the procurement/contract, e.g., Perform Foreign Instruction to NAVSCIATTS. The information currently listed here should be listed in Section 13. Security Guidance. Please clarify.

Answer 11) The DD 254 is corrected and attached to Amendment 0001.

Question 12) RE: DD254, Section 11a: If Actual Performance by the contractor will be at the NAVSCIATTS location (as indicated in Section 8a), then this section should be ‘Yes’ instead of ‘No’-- please clarify.

Answer 12) The DD 254 is corrected and attached to Amendment 0001.

Question 13) RE: DD254, Sections 11b, 11c, and 11d: When 11a is a "Yes", these sections should be "No" since performance will not be taking place at our (the Contractor's) facility, but at the Government Activity, so they are covered in the response to 11a - Please clarify.

Answer 13) The DD 254 is corrected and attached to Amendment 0001.

Question 14) Proposal instructions for Volume 3 require a technical approach to each part of the PWS (RFP p. 20).

The PWS identifies a Safety Program (SaP), Quality Control Plan (QCP), a Security Program (SeP), and a Management Plan (MP). Is it the intent of the Government that these PWS requirements be addressed in the technical approach (in general) and the formal documents delivered as post-award documents?

Answer 14) In accordance with the PWS, the SaP shall be in place and active at the start date of the basic contract.

The plan should be described in the proposal.

In accordance with the PWS, the QCP shall be in place and active within 30 days of the start date of the basic contract. The plan should be described in the proposal.

In accordance with the PWS, the SeP shall be in place and active at the start date of the basic contract. The plan should be described in the proposal.

The MP has been deleted from the PWs, but shall be described in the proposal in accordance with the submission requirements.

Question 15) If the answer to Question #[14] is no (meaning that the SaP, QCP, SeP, and MP shall be fully documented in Volume 3) are these four documents exempt from the 20-page limit for Volume 3 as the QASP is?

As stand-alone documents, the SaP, QCP, SeP, and MP could easily run 20 pages each. With a 20-page limit for Volume 3, will these items be exempted from the page count, as the QASP is?

Answer 15) See Answer 14. The descriptions shall be within the 20 page limit.

Question 16) How does the Management Plan required by the solicitation PWS (paragraph 3) differ from the RFP

p. 20, 52.212-1 para C requirements to provide a management approach?

Answer 16) The MP is deleted from the PWS, see Revision 1 of the PWS that is attached to Amendment 0001.

Question 17) Will the Government allow a font smaller than 12-point for charts, tables, or diagrams?

Answer 17) No.

Question 18) Please provide instruction/guidance as to where the completed SF1449 Continuation Sheet should be placed. The executed 1449 is to go into Volume 1, but the 1449 continuation sheets contain pricing data. Should the 1449 pricing data be a part of Volume 5?

Answer 18) The completed SF 1449 shall be included in Volume 1. It does not need to be duplicated in Volume 5.

Question 19) The current SF-33 is marked as “draft”. Should we consider this a final RFP package?

Answer 19) It is a SF 1449, not a SF-33. The finalized version of the SSF 1449 is loaded on FBO with Amendment 0001.

Question 20) In reading the FBO posted solicitation there seem to be no instructions or requirements for providing a technical/management response to the sample task order (STO). Pricing information for the STO is to be included in Volume 5. Will the STO information being forwarded include specific instructions as to how the STO response (including Tech Approach, PWS elements, and resumes) should be addressed, what page limits apply to the STO response, and where this response should be included. If separate from the current 20-page limit for Volume 3 – recommend an additional 20-page response for the STO.

Answer 20) The technical/management responses for the basic contract requirements and the Sample Task Order can be 20 pages each- please mark them clearly as to which area they refer.
