About this opportunity
The Naval Supply Systems Command's Fleet Logistics Center Norfolk, Contracting Department Groton Office issued a sole-source justification notice on May 28, 2026 for onsite preventive maintenance and corrective repairs of Government-owned TRAK machine tools at Naval Submarine Support Facility in Groton, Connecticut, with a response deadline of June 8, 2026 to challenge the sole-source determination. The procurement is restricted to Southwestern Industries, Inc., the original equipment manufacturer of the TRAK Bed Mills, TRAK Knee Mills, and TRAK Lathe systems and exclusive North American sales and service representative. The contract covers eleven existing machines plus three additional machines not previously covered, with services including mandatory preventive maintenance using proprietary 14-point, 24-point, and 28-point checklists, diagnostic services, software updates, and corrective repairs performed exclusively by OEM-certified technicians. The Government determined that sole-source procurement is justified because Southwestern Industries holds exclusive rights to diagnostic software and service codes, OEM-certified technicians are mandatory for proprietary work, and unauthorized vendors would risk equipment damage and improper maintenance. The award will be a Firm Fixed-Price, Single Award, Indefinite Delivery, Indefinite Quantity contract under FAR Part 12 simplified procedures with a five-year period of performance from June 15, 2026 to May 31, 2031, with anticipated award on June 12, 2026. Challenges to the sole-source determination must be submitted in writing to sharon.j.dexter.civ@us.navy.mil with evidence that an equivalent service exists meeting Government needs.
