About this opportunity

The Department of Energy Office of Science anticipates soliciting design, engineering, manufacturing, assembly, delivery, installation, testing, and commissioning of a Photon Delivery System Package for Quantitative Cellular Tomography (QCT) beamlines at the National Synchrotron Light Source II (NSLS-II) at Brookhaven National Laboratory, with a pre-solicitation notice response deadline of September 25, 2026. No set-aside applies.

The equipment will serve as a vital component of QCT beamlines, ensuring X-ray beam specifications meet scientific experimental requirements at beamline endstations. Work is performed at Brookhaven National Laboratory in Upton, New York.

The contractor bears full responsibility for design through commissioning phases spanning 20 months. Key deliverables include a Program Plan within two weeks of award, Preliminary Design Review Report at month 3, Final Design Review Report at month 6, Factory Acceptance Testing by month 17, equipment delivery by month 18, installation by month 19, and commissioning by month 20. Comprehensive documentation must include 2D and 3D CAD files, manufacturing and inspection plans, acceptance test procedures, as-built drawings, and operations and maintenance manuals.

Critical compliance requirements include radiation safety approvals, vacuum system standards per ASME and BSA guidelines, electrical safety per NFPA 70 and NFPA 70E, pressure vessel design per ASME Code Case 2286, and process piping per ASME B31.3. Quality Assurance must comply with ISO-9001 and BNL-QA-101. The contractor must supply spare parts including three specialized fasteners of each type, one motor/actuator and encoder of each type, one grating holder per monochromator, and one internal fuse of each type. A two-year warranty applies from final acceptance of Phase 1 Commissioning. Training for three BSA personnel for three working days during commissioning without X-ray beam is required.

Notice text

This is a "Synopsis" for the National Synchrotron Light Source II (NSLS-II), which is a state-of-the-art scientific research facility at Brookhaven National Laboratory (BNL) that operates continuously 24 hours per day, 7 days per week. NSLS-II includes a full-energy booster/injector that injects electrons at 3 GeV into a highly optimized electron synchrotron storage ring that is 792 meters in circumference at the electron beam centerline. The NSLS-II storage ring can accommodate up to 58 experimental beamlines.

The Photon Delivery System Components described in the Draft SOW, hereafter referred to as “the Equipment,” will be used as a vital part of the Quantitative Cellular Tomography (QCT) beamlines ensuring that the X-ray beam at the endstations meets the requirements of the scientific experiments to be performed.
