About this opportunity
The Department of the Air Force Air Mobility Command is seeking small businesses to perform inspection services for high-pressure air receivers located at the Nuclear Power Training Unit (NPTU) in Charleston, South Carolina. The solicitation (RFQ FA441825Q0007) requires contractors to conduct comprehensive visual and ultrasonic examinations of 28 air receivers, with internal inspections and wall thickness measurements to be performed on four selected vessels. Qualified offerors must possess a Non-Destructive Testing/Examination (NDT/NDE) Level II certification and demonstrate verifiable experience in pressure vessel examination through NBBI certification, Authorized Inspection Agency listing, or equivalent ASME Section VIII, Division 1 inspection experience. The government will evaluate submissions based primarily on price, with technical capability serving as a secondary factor, requiring contractors to be technically acceptable to be considered for award. Interested vendors must submit electronic responses by March 12, 2025, at 0900 EST, with questions regarding the solicitation due by February 19, 2025.
This acquisition is a 100% small business set-aside under NAICS code 541350 with a size standard of $11,500,000. The contract will be awarded as a firm-fixed-price purchase order to the lowest-priced, technically acceptable offer, with all work to be completed by the end of calendar year 2025. Contractors must be American citizens capable of meeting strict security requirements, including submitting security forms three weeks prior to facility access and adhering to site-specific restrictions such as prohibitions on personal electronic devices. The place of performance is Joint Base Charleston in North Charleston, South Carolina, specifically at the NPTU-C facility in Goose Creek. While no incumbent contractor is mentioned, the scope involves inspecting air receivers used for Emergency Air-Breathing and SCBA bottle charging within a 5000 psi High Pressure-Air system, with specific requirements for maintaining oxygen cleanliness and documenting inspection results with detailed photographic evidence.
