About this file

This document is a Combined Synopsis/Solicitation (RFQ FA441825Q0007) for inspection of Air Receivers at Joint Base Charleston, South Carolina. The acquisition is a 100% small business set-aside under NAICS code 541350, with a size standard of $11,500,000. The solicitation requires contractors to perform non-destructive testing and examination of air receivers, with all work to be completed by the end of 2025. Offerors must submit a response by 12 March 2025 at 0900 EST, including a completed RFQ fill-in sheet, a Non-Destructive Testing/Examination (NDT or NDE) Level II certificate, and documentation demonstrating relevant vessel examination experience.

The government will evaluate offers based on two primary factors: price (most important) and technical capability. Technical acceptability requires contractors to either hold specific state or national board certifications, be listed on the NBBI Authorized Inspection Agencies list, or demonstrate experience inspecting ASME Section VIII, Division 1 vessels. The contract will be awarded as a Firm Fixed Price Purchase Order to the lowest-priced, technically acceptable offer. Interested vendors must be registered in the System for Award Management (SAM) and can submit questions about the solicitation to specified Air Force contacts by 19 February 2025.
