About this file
This is a Statement of Work (SOW) for inspection services of high-pressure air receivers at the Nuclear Power Training Unit-Charleston (NPTU-C) facility in Goose Creek, South Carolina. The SOW requires the contractor to perform comprehensive visual inspections of 28 AHP receivers that are part of a 5000 psi High Pressure-Air system used for Emergency Air-Breathing and SCBA bottle charging.
The contractor must inspect all 28 receivers externally and select 4 receivers (one from each group identified in Table 1) for internal inspection and ultrasonic wall thickness measurements. Key requirements include: NDT/NDE Level II certification for visual and ultrasonic testing, demonstrable pressure vessel examination experience through specified certifications or experience, documentation of inspection results with photos, tracking by vessel serial numbers, and maintenance of oxygen cleanliness standards during inspections. The work requires coordination with NPTU-C for facility access (requiring security forms submitted 3 weeks prior), and contractors must be American citizens with no felony arrests and federally compliant REAL ID. No personal electronic devices are permitted on-site without prior arrangements.

NPTU-Charleston AHP Receiver Inspection:
Statement Of Work
1. Purpose
Nuclear Power Training Unit- Charleston (NPTU-C) is a facility in Goose Creek, South Carolina tasked with training U.S. Navy sailors on the operation and management of nuclear reactors. NPTU-C features several shore-side facilities, including a High (5000 psi) Pressure - Air system (Al-IP). This system consists of two compressor/ breathing air purifier units which run independently and feed the system in parallel. A series of piping and receivers transmit the high-pressure air around the NPTU-C facility. The compressed air meets Grade D requirements and is used for Emergency Air - Breathing (EABs) and for the charging of Self-Contained Breathing Apparatus (SCBA) bottles. To support meeting Grade D requirements, the piping and receivers external to the compressor enclosures are maintained oxygen clean per Compressed Gas Association (CGA) Standard G-4.1.
As a shore-side U.S. Navy facility, NPTU-C is required to demonstrate compliance-with the Unified Facilities Criteria (UPC). In particular, the receivers in the AHP system require management in accordance with UFC 3-430-07: Inspection and Certification of Boilers and Unfired Pressure Vessels (hereafter "the UFC"'). NPTU-C evaluation finds that the UFC requires an external visual inspection of the AHP vessels once every 36 months, along with test or replacement of the dedicated Pressure Relief Valves (PRVs) installed on each receiver.
NPTU-C provides the following Statement of Work (SOW) to specify the extent of this inspection.
2. Summary of Work
The company providing inspection services (hereafter the Contractor) shall provide inspection services as follows. The results of all inspection activities shall be documented in written reports, with pictures included as necessary. These reports shall identify any deficiencies found, recommendations for correction, and recommendations for re-inspection. The reports shall be tracked by vessel serial number, to allow trending for specific vessels across inspections.
Personnel tasked by the Contractor to provide the inspection services shall be qualified and competent to provide the requested services. To demonstrate the required competence, inspecting personnel shall meet the following requirements:
1. Holds a certificate for Non-Destructive Testing/ Examination (NDT or NDE) Level II.
Certificates shall specifically address visual testing (VT) and ultrasonic testing (UT).
Certifying program shall meet the requirements of the most recent revision of American Society for Nondestructive Testing (ASNT) SNT-TC-lA: Personnel Qualification and Certification in Nondestructive Testing, or an equivalent standard to be approved by
NPTU-C.
2. Relevant pressure vessel examination experience to be demonstrated by at least one of the following methods:
a. Holds a State Certificate of Competency and/or National Board of Boiler and Pressure Vessel Inspectors (NBBI) card from any NBBI member jurisdiction in the United States.
b. Contractor listed on the NBBI list of Authorized Inspection Agencies (AIA) for in-service inspections.
c. Demonstrated experience inspecting ASME Section VIII, Division 1 vessels in -service (such as providing ASME Fitness for Service (FFS) evaluations).
d. Equivalent demonstration of examination experience, to be approved by NPTU-C.
The Contractor shall provide a comprehensive visual inspection of the exterior of each of 28 individual AHP receivers. The external inspection shall conform to the requirements of the most recent revision of the National Board Inspection Code (NBIC) Part 2 -Inspection. The Contractor shall document in their report for each receiver when the dedicated PRV for that receiver must be retested or replaced, according to a 36-month replacement/test periodicity.
Additionally, the Contractor shall choose one (1) receiver from each group presented in Table 1, for a total of four (4), and perform an internal inspection. The Contractor shall perform a comprehensive internal visual inspection of the vessel, conforming to the requirements of NBIC Part 2 -Inspection. Note, access to the interior of the vessels is limited to¼ inch female NPT ports. Each of the internally inspected vessels shall also receive a comprehensive ultrasonic (UT) wall thickness measurement, locations of the measurements to be chosen by the contractor.
To maintain oxygen cleanliness, during this internal inspection the Contractor shall not introduce any lubricants to the interior of the receiver. In addition, the Contractor shall use a method of inspection that minimizes the introduction of foreign material to the interior of the vessel, including but not limited to dirt, liquid water, corrosion productions, or surface preparation (paint).

3. Submittals and Deliverables
Prior to performing the inspections, the Contractor shall provide the following to NPTU for review and concurrence:
a. Copies of company Standard Operating Procedures that would govern the requested inspections.
b. Information on any instrumentation to be used during inspections, including calibration dates and technical data .
c. A proposed map of UT wall thickness measurements.
d. A proposed method of internal visual inspection.
e. Copies of certifications, letters of affidavit, or other means demonstrating the
Contractor's competence to perform the requested inspections (see Summary of Work section for details).
4. Coordination
NPTU-Charleston is a secure Navy facility. As such, no personal electronic devices. such as cell phones, smart watches, laptops, tablets, or cameras are permitted. If such equipment is necessary for performance of the requested inspections, the Contractor shall inform NPTU so alternate arrangements can be made.
The Contractor shall provide completed security access forms for both NPTU and Joint Base Charleston no later than three (3) full business weeks ahead of the scheduled inspections, to allow sufficient time for processing. All personnel coming on-site must possess a federally compliant REAL ID, be American citizens. and have no felony arrests.
NPTU will attempt to maximize the availability of the site AHP system for site use. NPTU personnel will be responsible for isolating and draining receivers as necessary. If the Contractor has a preference in the order of the inspections. NPTU shall be informed no later than two (2) full business weeks ahead of the scheduled inspections to allow coordination as necessary.
