About this opportunity

The National Park Service seeks repair of the equipment storage shed at Carl Sandburg Home National Historic Site in Flat Rock, North Carolina, with quotes due June 29 at 5:00 PM ET and questions due June 9. This is a 100% total small business set-aside under NAICS 237990 with an estimated contract value under $350,000.

The scope includes complete replacement of approximately 4,500 square feet of asphalt architectural 30-year shingles and underlayment; repair or replacement of damaged plywood sheeting, flashing, and drip edge; removal and replacement of approximately 150 linear feet of gutters with downspouts and gutter guards; repair of three commercial garage bay doors (10 feet by 10 feet); and restoration of electrical wiring damaged by fallen trees. Approximately 220 linear feet of damaged 1x6 cedar tongue-and-groove siding above the garage bay doors is anticipated for replacement. The structure was damaged by Hurricane Helene on September 28. Work must comply with current editions of the International Building Code, National Electric Code, and NFPA standards.

Performance period is 180 days from notice to proceed, with anticipated contract dates July 8 to January 7, 2027. A mandatory site visit is scheduled for June 1 at 10:00 AM ET. Subcontracting is capped at 85% for construction work. Davis-Bacon prevailing wage applies; rates range from $11.30 to $16.00 per hour plus fringe, with one hour of paid sick leave per 30 hours worked required.

Quotes must include lump-sum firm-fixed price, technical documentation (draft schedule, up to three prior relevant projects within the past ten years, and key personnel qualifications), and a Limitations on Subcontracting Worksheet. Evaluation uses best value trade-off methodology with SWOT analysis, where technical factors are weighted more heavily than price. Contractors must be registered in SAM.gov as active small businesses at quote submission, award, and throughout performance. Contracting Officer is Cole Johnson (Cole_Johnson@NPS.Gov).
