About this opportunity

The U.S. Army Corps of Engineers Engineering District Omaha is soliciting proposals for noxious weed spraying services on Lake Sharpe/Big Bend Project lands in South Dakota. The contract requires herbicide application to control identified noxious weed infestations including Musk Thistle, Canada Thistle, Field Bindweed, Salt Cedar, Marijuana, and Leafy Spurge across approximately 2,400 acres (1,200 acres each for spring and fall applications). Contractors must possess a South Dakota commercial applicator license, maintain general liability insurance of at least $1,000,000 per occurrence, and use only EPA-registered chemicals approved by the Contracting Officer Representative. Evaluation will be based on three factors: experience with resumes of key managers, technical approach including personnel structure and quality assurance programs, and price, with factors one and two combined considered approximately equal in importance to factor three. The proposal deadline is March 19, 2026, at 2:00 PM Central Time, with an organized site visit scheduled for March 6, 2026, at 10:00 AM Central Time, and a Questions and Answers document posted as of March 12, 2026.

This solicitation is designated as a 100 percent set-aside for women-owned small business (WOSB) concerns, and the awarded small business must perform at least 51 percent of the work to maintain this status. The previous contract was awarded to Shield + Pest Control LLC under solicitation W9128F23P0053 in 2023, with a total contract value of $147,720 for the base period and all options. The base contract period runs from May 1, 2026, to April 30, 2027, with one option period from May 1, 2027, to April 30, 2028, and pricing is on a per-acre basis with separate line items for Spring 2026, Fall 2026, Spring 2027, and Fall 2027 applications. Services must be performed at the Big Bend Project Office in Fort Thompson, South Dakota, with hours of operation restricted to 6:30 a.m. to 9:00 p.m. Central Time Monday through Friday, excluding recognized federal holidays and weekends without prior approval. Contractors must use ground equipment exclusively, including 4-wheel drive vehicles with spray booms, off-road vehicles with spray booms, or backpack spray units, and are responsible for obtaining all necessary licenses, permits, and compliance with federal, tribal, state, and local regulations.
