About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk has issued a sole source notice for an indefinite-delivery, indefinite-quantity (IDIQ) contract to DLT Solutions, LLC. This notice serves as an informational announcement of the agency's intent to award a sole-source, firm-fixed-price contract under FAR 6.302-1 authority, meaning the government plans to negotiate with only one contractor rather than conducting a competitive procurement. The contract falls under NAICS code 541519 for Other Computer Related Services and involves Red Hat commercial-off-the-shelf software licenses and related services. The notice explicitly states it is not a request for proposals or quotations, but rather a formal notification of the government's procurement intentions. This action represents a transfer of the Agency Catalog portion from an existing contract (N0018922FR009) to a new standalone contracting vehicle.
The purpose of this sole source action is to establish a continuation contract due to what the agency describes as a "highly unusual and unexpected situation" related to the expiry of NASA SEWP V. The new IDIQ contract will maintain identical prices, discounts, and terms and conditions from the original contract N0018922FR009, with an ordering period beginning no later than the day following NASA SEWP V's expiration. Contractors wishing to challenge this sole source determination must submit written objections to joseph.p.mulherin.civ@us.navy.mil, including sufficient information to demonstrate that equivalent services exist that could meet the government's stated requirements. The government retains sole discretion in determining whether to compete the requirement based on any challenges received. No specific eligibility criteria are outlined since this is a sole source procurement, and the contract will utilize FAR Part 15 procedures for negotiation with the single designated contractor.

NOTICE OF INTENT TO AWARD SOLE SOURCE
This is a sole source synopsis published for informational purposes only. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Contracting Department, Regional Directorate hereby provides notice of its intent to award a sole-source, firm-fixed-price (FFP) indefinite-delivery, indefinite- quantity (IDIQ) contract to DLT Solutions, LLC (DLT). The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
This notice of intent is not a request for proposals or quotations; however, any challenges to this sole source must be received in writing and sent to joseph.p.mulherin.civ@us.navy.mil to be considered by the Government for the purpose of determining whether or not to compete the requirement.
Challenges must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government’s needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
This is a sole source action to move the Agency Catalog portion of N0018922FR009 for Red Hat commercial-off-the-shelf software licenses and related services to a standalone indefinite-delivery, indefinite-quantity (IDIQ) contract with DLT using FAR Part 15 procedures. The standalone IDIQ’s ordering period will last for the remainder of the Agency Catalog’s ordering period; the prices, discounts, and terms and conditions will be identical to those on N0018922FR009.
In essence, this contract action is a continuation and transfer of part of an existing contract to a new contracting vehicle due to a highly unusual and unexpected situation.
The resultant IDIQ contract is anticipated to include an ordering period commencing no later than the day following NASA SEWP V’s expiry and continuing to the intended conclusion of the ordering period on N0018922FR009, 26 December 2026. At present, SEWP V is scheduled to conclude on 31 October 2025; however, it may be extended.
A solicitation is not expected to be made available through the GPE. A solicitation is likely not required due to the unusual nature of the action, but, if required, will be provided directly to the sole source.
