About this opportunity
The Department of the Army Medical Command has awarded a sole-source contract to Olympus America Inc. for the lease, service, and maintenance of 13 Olympus endoscopic probes on June 8, 2026, under contract 36F79721D0168.
The Health Readiness Contracting Office at Fort Detrick, Maryland, acting on behalf of Blanchfield Army Community Hospital on Fort Campbell, Kentucky, justified the sole-source award under FAR 6.302-1 based on equipment compatibility and lack of competing sources. The endoscopic probes must remain compatible with existing government-owned Olympus workstations already installed at the facility, including the CV-190 Endoscopy Image Processor, UCR Insufflator, CVL-190 Light Source, and WM-DP2 Video system. Competing equipment from Stryker, Pentax, and Fujifilm are not physically or electronically compatible with these components. Market research conducted between November 2025 and January 2026, supplemented by sources sought notifications on sam.gov and GSA eBuy in February and April 2026, yielded only one responsive vendor, which acknowledged its equipment incompatibility. Olympus America does not authorize small business entities or third-party distributors to lease endoscopes to the U.S. Government. The hospital's requirement for frequent servicing—averaging seven times annually with a six-day repair turnaround—and the immediate loaner equipment provision during maintenance necessitated the sole-source approach. The contract period runs from July 1, 2026 through June 30, 2029, consisting of a 12-month base period and two 12-month option periods, funded by Defense Health Program appropriations. Failure to award would force diversion of 100 percent of gastric and endoscopic procedures and significant general surgery patients to network providers, compromising medical readiness for the 21,000 active duty servicemembers BACH primarily serves.
