About this opportunity
The Air Force Research Laboratory (AFRL) has issued a sole source award to The University of Dayton Research Institute for the Hybrid Artificial Intelligence and Autonomy Research and Development Considered Operationally Relevant and Explainable (HAARDCORE) program. The contract provides for continued research and development of specialized AI Mission Management software and autonomy frameworks that enable autonomous systems to make explainable decisions while adhering to mission constraints and rules of engagement. UDRI was selected as the sole source contractor due to their unique expertise and involvement with the initial software development dating back to 2009, following a sources sought solicitation process. The Cost Plus Fixed Fee contract is valued at $43,959,963 according to the notice, though the supporting documentation references a $49.9 million value. The contract will run from 2025-2028 and involves development of multiple software products including the USAF Autonomy Core System, Mission Management Autonomy, Open Mission Systems architecture, and the Advanced Framework for Simulation Integration and Modeling (AFSIM). Work will be performed at Wright-Patterson AFB, Ohio, with deliverables including software source code, executables, design descriptions, and technical reports with unlimited government rights.
