About this opportunity

The 28th Contracting Squadron at Ellsworth Air Force Base, operating under the Department of the Air Force Air Combat Command, issued a sole source award to Monaco Enterprises, Inc. for a radio frequency survey of the Monaco Fire Alarm System to investigate and locate interference issues affecting fire alarm communications at the base's Fire Station Dispatch Centers. The contracting officer justified the sole source procurement under FAR 12.102(a) based on market research demonstrating that Monaco's D-21 fire alarm systems are proprietary and require Monaco-specific training and licensing authorization that competing vendors cannot obtain, with a January 2026 Sources Sought publication yielding responses from three competing firms that could not provide proof of official Monaco licensing. Ellsworth AFB currently operates 73 Monaco fire alarm units valued at $7,971,682 with an average remaining service life of 12 years, representing 45 percent of the installation's fire alarm systems, while competing manufacturers account for approximately 55 percent of the remaining inventory. The awarded contract FA469026P0002 was executed on February 13, 2026, though the specific contract value and detailed service timeline were not disclosed in the justification notice. The contracting officer determined that no alternative sources are reasonably available and that sole source awards cannot be precluded until the entire alarm system is replaced through natural attrition.
