About this file

This is a memorandum from the 28th Civil Engineer Squadron at Ellsworth Air Force Base requesting approval from AFCEC/CO to standardize fire alarm panel procurement on Monaco Enterprises as the sole manufacturer.

The 28th Civil Engineer Squadron conducted comprehensive analyses to justify sole-source procurement of Monaco fire alarm panels. Inventory analysis reveals Monaco currently operates 73 units (45% of the installation's fire alarm systems), valued at $7,971,682 with an average remaining service life of 12 years. Competing manufacturers include Simplex (31 units, 19%), Firelite (27 units, 16%), Edwards (13 units, 8%), EST (7 units, 4%), Siemens (2 units, 1.25%), and Vigilant (1 unit, 0.6%). The supply chain analysis confirmed parts and service availability through local COCESS vendors and factory direct from Monaco Enterprise. Justification for standardization includes: technicians have significantly greater experience with Monaco equipment than other manufacturers; proprietary rights restrictions prevent internal technicians from servicing competing equipment, necessitating expensive external repair services; Ellsworth AFB possesses all equipment and software to maintain Monaco systems with 24/7 customer service support; the base's centralized D-21 fire dispatch system uses Monaco technology; and the installation is transitioning to a point-to-point reporting system compatible with Monaco systems. Procurement will occur through natural attrition as existing units reach end-of-life. The point of contact for questions is Mr. Bradley France at (605) 385-1487 or bradley.france.1@us.af.mil.

DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 28TH MISSION SUPPORT GROUP (AFGSC)

ELLSWORTH AIR FORCE BASE SOUTH DAKOTA

28 June 2022

MEMORANDUM FOR AFCEC/CO

FROM: 28 CES/CC

2125 Scott Drive Ellsworth AFB, SD 57706

SUBJECT: Fire Alarm Panel Manufacturer(s) Standardization Request

1. The 28th Civil Engineer Squadron conducted a series of analyses to justify the use of a sole manufacturer for fire alarm panel units. As a result of the analyses, Monaco Enterprises has been identified as the requested manufacturer(s) of fire alarm panels to be used on Ellsworth AFB, SD.

History has proven local and regional support being far superior to other manufactures.

2. A comprehensive inventory control analysis was completed by a team comprised of the CEO Facilities Superintendent and the Installation Facilities Interior Utility Systems Sub-Activity Manager. The following data was derived from BUILDER and physical observation:

Manufacturer # of Units % Total Units Component Replacement Value

Average Remaining Service Life (Years)

Monaco

73 45% $7,971,682 12 Simplex 31 19% $1,938,315 9 Firelite 27 16% $556,043 9

Edwards 13 8% $331,125 8

EST 7 4% $279,655 8.4

Siemens 2 1.25% $18,075 8.5

Vigilant 1 .6% $42,389 13

3. A supply chain analysis was completed. Parts and service are readily available from local vendors, to include local COCESS and factory direct from Monaco Enterprise.

4. The procurement will be through attrition of the existing units as they reach their expected life cycle. Other justification: given the high percentage of Monaco systems currently on the installation, technicians have significantly more experience and familiarization working with their equipment than other manufacturers on the installation. Also, due to proprietary rights technicians cannot work on other equipment causing CE to hire outside agencies to repair inoperable systems at an additional cost to the organization. Ellsworth AFB has all the equipment and software to repair Monaco systems with 24/7 hour customer service support. Finally, the base centralized D- 21 system at the fire dispatch is Monaco. Ellsworth AFB is going to a full point to point reporting system which will pin point the specific location if a fire occurs in a building. This will let firefighters know what approach to take for execution.

5. An approval memorandum from the AFCEC/CO is requested to concur with the above findings.

6. Please refer any questions to my POC, Mr. Bradley France at (605) 385-1487, or email bradley.france.1@us.af.mil.
