About this file
This document is a Single Source Justification (Simplified Acquisition) prepared by the Air Force 28th Contracting Squadron for a sole source procurement. The project, Monaco Fire Alarm Radio Frequency Survey (Purchase Request F1V3M15253A001), requires specialized labor to investigate and locate radio frequency interference issues affecting the Monaco fire alarm communication system at Fire Station Dispatch Centers. The contracting officer has justified sole sourcing to Monaco Enterprises, Inc., based on market research demonstrating that the existing Monaco D-21 fire alarm systems are proprietary and utilize software meeting Security and Air Force Authority to Operate (ATO) compliance requirements, preventing other contractors from analyzing or servicing the system without Monaco's specific training and licensing authorization.
The justification documents efforts to obtain competition through a Sources Sought publication on SAM.gov from January 5-8, 2026, which yielded responses from Monaco and three other interested companies; however, the competing firms could not provide proof of official Monaco licensing. The contracting officer determined that no alternative sources are reasonably available and that no steps can be taken to preclude future sole source awards until the entire alarm system is replaced. The determination was signed by Senior Airman Noah F. Wilmore on January 29, 2026, in accordance with FAR 13.106-1(b)(1).

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 28 CONS/PKA
Project/Program Name: Monaco Fire Alarm Radio Frequency Survey
Purchase Request / Local ID Number: F1V3M15253A001
Estimated Contract Cost (including Options): $
Section B: Description of the Supplies/Services Required
This work is being done to discover a radio frequency interference issue with the Monaco fire alarm communication system. The contractor will use specialized equipment to investigate and locate the cause of communication issues. This is a purchase for labor to identify the interference issue.
Section C: Justification for Soliciting from a Single Source or Brand Name
Market research supports the conclusion that this requirement should be sole sourced to Monaco Enterprises, Inc. The existing Monaco D-21 systems already in place in both Fire Station Dispatch Centers is proprietary in nature to Monaco Enterprises and had software meeting SAF/CIO A6 guidance on Information Assurance system security and Air Force Authority to Operate (ATO) guidance. This prevents other contractors from analyzing the system software and equipment without specific training and licensing from Monaco.
Class J&A for Other Than Full and Open Competition by AFICC authorizes sole source procurement.
Additional research found contract FA469023P0032. This contract was awarded as a sole source based on market research that also revealed Monaco and similar systems use proprietary hardware/software that can not be analyzed with other sources without prime contractor training and authorization.
Section D: Efforts to Obtain Competition
A Sources Sought was published on SAM.gov from 5 Jan 26 to 8 Jan 26, and received responses from Monaco as well as three other companies that were interested but could not provide proof of official licensing from Monaco. The installed proprietary D21 Monaco Fire Alarm System prevents another contractor from upgrading this system software and equipment. Monaco does not support other contractors' use of their proprietary software or hardware.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
No action can be taken at this point to overcome barriers to competition until the entire alarm system is replaced by another system.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
