The ESCO’s response to this factor shall include sufficient information to identify and describe the ESCO’s project management capabilities, overall approach and proposed strategy for this project. The response shall address the identified ECMs in Paragraph 3 of the NOO.

To qualify as an ECM under this NOO and any resultant TO award, each proposed ECM or ECM component must improve energy efficiency in accordance with 10 CFR § 436.31 and meet the definition of ECM as established under the DOE Fourth-Generation ESPC IDIQ contract. The Government is not requesting a response equivalent to a PA. Rather the Government seeks a clearly articulated and reasonably detailed approach describing how the ESCO would pursue energy conservation efforts to meet the specific needs of the 88th RD. The ESCO’s response shall address, at minimum, the following:

a) ESCOs shall describe their management capabilities and personnel qualifications as they relate to the 88th RD’s facility characteristics and the project objectives. This description shall demonstrate the ESCO’s ability to:

1. Manage the design, construction, and continued performance of ECMs in efficient and cost-effective manner; and

2. Apply an effective management approach and sufficient resource capacity, as demonstrated through ESCO’s organizational structure and identification of key project personnel.

b) ESCOs shall present their approach to investigating and developing recommended ECMs for the 88th RD, culminating in a clearly defined project scope of work. The ESCO shall provide a detailed rationale for each recommended ECM, including the key factors that led to its selection.

The response must present clear and convincing evidence demonstrating why and how the proposed ECM(s) will meet the needs of the 88th RD. In developing its response, the ESCO shall reference and draw upon the information provided in Attachment 1- 88th RD Building Data, as well as any applicable industry standards and all other information reasonably available. The ESCO shall also address its plan for energy data verification for high-consumption buildings where ECMs other than lighting are proposed and where meters are absent or non-functional. In addition, the ESCO shall submit a draft Task Order Schedule 4, Performance Period First Year Estimated Cost Savings, broken out by ECM. The schedule shall illustrate the ESCO’s recommended ECMs savings, less the ECMs’ associated implementation costs. Any included industry standards may be submitted in 11x17 format to improve readability and will not count against the page limit for Factor 1. Any ESCO’s assumptions used in the development or selection of ECMs shall be clearly identified and highlighted in the response.

(c) ESCOs shall include a discussion of the resources they intend to utilize during the project. The response shall describe any subcontracting, teaming arrangements, or small business utilization plan if selected for award.

Factor 2 – Past Performance: (Three (3) single-sided page maximum)

1. Purpose and Data Collection:

The information provided in this section will be used to assess the quality and reliability of the ESCO’s past work. By submitting references, the ESCO authorizes Government representatives to contact those customers to inquire about ESCO’s performance. The Government will use its discretion to determine the sources of information used in the Past Performance evaluation. This information may be obtained from the Government’s own knowledge of contractor performance, other government agencies, commercial entities, or past performance databases.

2. Reference Requirements:

ESCO’s response to this factor shall include three (3) references illustrating your company's past performance as the prime contractor or prime subcontractor on any Energy Savings Performance

Contract (ESPC) or Utility Energy Service Contracting (UESC) project.

3. Evaluation Criteria: Recency and Relevancy:

The Government will evaluate the acceptability, recency, and relevancy of the projects the ESCO submits.

Acceptable: Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable: Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Recency: A project is considered recent if construction was completed, or is anticipated to be completed, within the last five (5) years from the closing date of this NOO. More recent projects are considered more relevant.

Relevancy: A project is considered relevant if it demonstrates experience similar in scope, magnitude, and complexity to the requirements outlined in this solicitation. This includes, but is not limited to, the project's contract value, technical complexity, and the management processes involved. The most relevant projects will be those of a similar or greater scope and complexity.

4. Required Information per Reference:

For each of the three (3) project references, your company shall provide the following details:

A brief project description The agency/owner point of contact (name, title, phone number, and email address) The location of each project The contract number The contract type The date of the task order or contract award The actual or anticipated project construction completion date Quality of Service Schedule Management of Key Personnel Regulatory Compliance Business Relationships

Consideration:

It is not a requirement that the ESCO have past performance history in the execution of its recommended Energy Conservation Measures (ECMs) for this project. The DOE Fourth Generation ESPC IDIQ contract has already determined each ESCO is responsible for the sound implementation of each of the technical categories. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Government will rate the offeror as having Unknown (or Neutral) past performance. In the context of Acceptable/Unacceptable rating, a “Neutral” rating shall be considered “Acceptable.” Pursuant to FAR 15.305(a) (2)(iii), the evaluation will consider relevant past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.

Factor 3 - Price: (Four (4) single-sided pages maximum)

The ESCO shall provide a narrative describing and defining any cost benefit or other financial advantage its company can offer that would minimize the overall project cost to the Government. For each identified benefit or advantage, the ESCO shall, at minimum, identify an estimated percentage discount to the recommended implementation costs. The ESCO will not be held to this exact percentage if selected; however, the ESCO will be held to the execution of the underlying cost-reduction concept. It is understood and accepted that, during the development of the project scope and finalization of all project attributes through the Investment Grade Audit, further refinement and definitization of costs will occur.

The Government is not looking for a detailed cost breakdown of the project concepts presented under Factor 1. Rather, the Government seeks to understand the ESCO’s business practices, methodologies, and demonstrated commitment to pursuing financial efficiencies that reduce overall implementation costs without degrading or compromising project performance, reliability, or success.

5. EVALUATION METHODOLOGY

a. Basis for Selection:

Task Order down-selection procedures, as set forth in the DOE Fourth-Generation ESPC IDIQ contract, Paragraph H.3, will be used to conduct an integrated assessment and make a best-fit selection for ESPC services at a firm-fixed price.

Responses will be evaluated using the following three (3) factors, listed in descending order of importance:

1) Factor 1 - ESCO Approach

2) Factor 2 - Past Performance

3) Factor 3 - Price

Factor 1, ESCO Approach, is more important than Factor 2, Past Performance. Factor 1 and Factor 2 when combined are more important than Factor 3, Price.

The resultant TO may be awarded to the responsible ESCO that represents the best fit for achieving energy assurance, reduction of energy and water use intensity, and increased use of renewable energy and energy production for the 88th RD. For purposes of this evaluation, best fit means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in satisfying the requirement and represents the best value to the Government, considering the ESCO’s approach, experience, past performance, and price. The Government will provide notifications in accordance with the DOE Fourth-Generation ESPC IDIQ contract, Paragraph H.3.7, Notification of Contractors Not Selected.

b. Number of Contracts to be Awarded:

The Government intends to award one (1) resultant Task Order for this requirement. However, the Government reserves the right not to award a Task Order at all. In accordance with Section H.5.1(d) of the DOE Fourth Generation Energy Savings Performance Contract (ESPC) IDIQ, the ordering agency will not be responsible for costs incurred by the contractor in developing a Preliminary Assessment

(PA), preparing a proposal, or preparing an Investment Grade Audit (IGA), unless a task order is awarded.
