Amendment 0002 to Notice of Opportunity SP0604-27-R-0400

This is Amendment 0002 (issued October 29, 2026) to a Notice of Opportunity for Energy Service Contract Opportunities issued by Defense Logistics Agency Energy for the U.S. Army Reserve, 88th Readiness Division. The amendment provides responses to 18 Requests for Information (RFIs) submitted by industry regarding the original Notice of Opportunity. The solicitation addresses energy efficiency and sustainability improvements across eight facilities located in Minnesota (MN001, MN035, MN036) and Wisconsin (WI002, WI040, WI050, WI064, WI090). The government confirmed facility addresses, building-to-site assignments, utility providers (including Xcel Energy, We Energies, Wisconsin Public Service, and municipal water/sewer services), occupancy hours (generally Monday-Friday 8:30-17:00 with limited weekend operations), and heating system types across all locations. Clarifications were provided on technical specifications including MBtu conversion factors (MBTU = kWh*3.412; MBtu equals one thousand Btu; MMBTU equals one million Btu) and water consumption and cost data by site and building. The amendment confirms all sites utilize municipal utilities with no wells or septic systems; identifies water meter configurations at each location; and clarifies that three buildings (AH016, WA001, WA002) lack dedicated meters and are connected to adjacent building meters. The solicitation emphasizes water leak detection and efficiency upgrades as priority technologies. All other terms and conditions of the original Notice of Opportunity remain unchanged. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline by completing required forms or written communication.

Reporting System (CPARS), to form its own assessment. The specific categories listed under Factor 2 (Past Performance) are evaluation criteria found in a standard Past Performance Questionnaire. Further clarification regarding the updated past performance evaluation criteria is as follows:

Quality of Service: Assessment based on the contractor’s conformance to contract requirements, specifications and standards of good workmanship to include ability to accommodate change. (I.e. Did the contractor exhibit knowledge of/ and comply with Government (or other) regulations?

Demonstrate technical expertise in providing all contractual services? Utilized personnel or possess/utilize tools/equipment necessary to adequately provide the services? Show Cause or Cure Notice or Discrepancy Report ever been issued? Terminated for Default? Display ability to correct problems? Meet standards for Technical Performance/Administrative Performance/Safety & Health.)

Management of Key Personnel: Assessment based on the contractor’s performance in selecting, retaining, supporting, and replacing, when necessary, key personnel. Was the turnover in key personnel labor categories minimal? Did it adversely affect/or not the contractor’s performance?

Regulatory Compliance: Is the ESCO in compliance with all regulations and codes regarding financial, environmental, labor, and safety. Is the contractor meeting the reporting requirements in a timely manner?

Business Relationships: Has ESCO demonstrated effective management over the effort performed? Maintained an open line of communication so that the COR and/or CO/CS is apprised of technical, cost, and schedule issues? Presented information and correspondence in a clear, concise, and businesslike manner? Promptly notified the
