About this opportunity

The Defense Logistics Agency Energy (DLA Energy) is seeking to award a task order for an Energy Savings Performance Contract (ESPC) at Vandenberg Space Force Base, California, utilizing the Department of Energy's Fourth Generation ESPC Indefinite-Delivery/Indefinite-Quantity contracts. Only the 20 prequalified Energy Service Companies (ESCOs) holding DOE ESPC IDIQ contracts are eligible to submit responses for this comprehensive energy project that will cover 119 facilities totaling approximately 3,901,159 square feet. The selected ESCO will execute a pre-established Investment Grade Audit and implement Energy Conservation Measures including a Building Automation System and two Battery Energy Storage System & Microgrid installations with capacities of 979 kW/3,916 kWh and 12,727 kW/50,908 kWh respectively. Proposals will be evaluated based on three factors: ESCO Approach (most important), Past Performance, and Price, with the ESCO Approach demonstrating project management capabilities and strategy for executing the pre-established audit. The submission deadline is September 22, 2025, at 2:00 PM EST, with all responses required via email to DLAEnergy-ESPC@dla.mil and limited to 10 MB file size.

This opportunity does not utilize any set-aside designations and is open to competition among the 20 eligible ESCO IDIQ contract holders, though no specific incumbent contractors are identified in the solicitation documents. While exact award values are not specified, the project includes an estimated $57 million in Energy Resilience and Conservation Investment Program (ERCIP) authorization for the microgrid component, indicating a substantial investment in energy infrastructure improvements. The contract term will not exceed 25 years, during which the selected ESCO will be responsible for financing, designing, installing, operating, maintaining, repairing, and replacing all implemented Energy Conservation Measures. The place of performance is specifically Vandenberg Space Force Base in Lompoc, California, where the ESCO will work to reduce energy intensity, improve mission-level resilience, and address critical infrastructure deficiencies across the base's extensive facility portfolio. The project aligns with federal energy mandates and represents a significant long-term commitment to enhancing the base's energy security and operational efficiency.

Notice text

DLA Energy will utilize the Department of Energy (DOE) 4th Generation Energy Savings Performance Contracts (ESPC) Indefinite-Delivery/Indefinite-Quantity (IDIQ) to award a Task Order (T.O.) for the customer's requirement. The DOE ESPC IDIQ contracts were awarded to twenty (20) Energy Service Companies (ESCOs) based on their capability to meet specified ESPC terms and conditions, with a contract term up to 25 years allowed under 42 USC 8287. Through ESPCs, prequalified ESCOs finance, develop and implement energy conservation measures (ECMs) for federal agencies at no upfront cost to the installation. The return to an ESCO is a contractually determined share of the energy cost savings generated by the ESPC project. Prior to award of a T.O., the ESCO conducts a comprehensive energy audit and identifies improvements to avoid facility energy costs and energy related operation and maintenance (O&M) costs. The ESCO guarantees annual cost savings upon implementation of the ECMs and privately finances the investment. The delivery schedule is amortized to allow the federal agency customer to pay for ESCO services and debt service from annual cost savings over the term of the contract. The DOE 4th Generation ESPC IDIQ contract will be used to award a T.O, to design, install, and operate an ESPC project at – Vandenberg SFB, California
