About this file
This document is a Department of the Air Force memorandum detailing the 35% design criteria for military construction projects. The memorandum specifies that Congress requires projects to be 35% designed before inclusion in the annual budget request, with the goal of ensuring credible cost estimates and positioning projects for execution in the year of appropriation. The Air Force policy mandates that a project design must be sufficiently developed to support a Class 3 cost estimate as defined by the Association for the Advancement of Cost Engineering (AACE) International RP 56R-08, with all applicable technical deliverables designated as Started/Preliminary or Preliminary in the Class 3 column of the accompanying table. The document provides a comprehensive matrix outlining the maturity levels of project definition deliverables across five estimate classification levels, ranging from 0% to 100% project completion, covering general project data and technical deliverables such as site plans, building codes, structural drawings, mechanical systems, electrical plans, and other critical project components.

OFFICE OF THE ASSISTANT SECRETARY
DEPARTMENT OF THE AIR FORCE
WASHINGTON DC
XX Apr 20
MEMORANDUM FOR HQ USAF/A4C
FROM: SAF/IEE
1665 Air Force Pentagon Washington, DC 20330-1665
SUBJECT: Thirty-five Percent Design Criteria for Air Force Military Construction Projects
Congress requires, as stated in DoD 7000.14-R, Financial Management Regulation, Vol.
2B, Chapter 6, paragraph 060403.D.3.a(1)(c), projects to be 35% designed before inclusion in the annual budget request. This level of project development is to ensure credible cost estimates and posture military construction projects for execution in the year of appropriation. Frequent and large variations of award amounts over the past several years have heightened Congressional interest in reliable cost estimates.
While awaiting publication of OSD guidance, it is Air Force policy that to satisfy the 35% design requirement a project design must be sufficiently developed to support a Class 3 cost estimate as defined by Table 3 in Association for the Advancement of Cost Engineering (AACE) International RP 56R-08. Furthermore, all applicable technical deliverables designated as Started/Preliminary in the Class 3 column of Table 3 must be Preliminary, defined as “Work on the deliverable is advanced. Interim, cross-functional reviews have usually been conducted.
Development may be near completion except for final reviews and approvals.”
The SAF/IEE POC for this matter is Lt Col D. Jason Bartels II, (703) 693-2047, dwain.bartels@us.af.mil.

ESTIMATE INPUT CHECKLIST AND MATURITY MATRIX
Table 3 maps the extent and maturity of estimate input information (deliverables) against the five estimate classification levels. This is a checklist of basic deliverables found in common practice in the building and general construction industries. The maturity level is an approximation of the completion status of the deliverable. The degree of completion is indicated by the following descriptors:
General Project Data:
• Not Required: May not be required for all estimates of the specified class, but specific project estimates may require at least preliminary development.
• Preliminary: Project definition has begun and progressed to at least an intermediate level of completion.
Review and approvals for its status has occurred.
• Defined: Project definition is advanced, and reviews have been conducted. Development may be near completion with the exception of final approvals.
Technical Deliverables:
• Not Required (NR): Deliverable may not be required for all estimates of the specified class, but specific project estimates may require at least preliminary development.
• Started (S): Work on the deliverable has begun. Development is typically limited to sketches, rough outlines, or similar levels of early completion.
• Preliminary (P): Work on the deliverable is advanced. Interim, cross-functional reviews have usually been conducted. Development may be near completion except for final reviews and approvals.
• Complete (C): The deliverable has been reviewed and approved as appropriate.
