About this file

This document is Amendment 0002 to a Notice of Opportunity (NOO) for an Energy Savings Performance Contract (ESPC) at Vandenberg Space Force Base in California. The amendment addresses 23 industry questions regarding the solicitation, with key details including a microgrid project with an estimated $57M in ERCIP Authorization. The government clarified that only the 20 Energy Service Companies (ESCOs) holding a DOE Fourth Generation ESPC IDIQ contract may submit proposals, and the contract will be awarded to one of these IDIQ contract holders as the prime contractor.

Notable responses include: rejecting requests to combine past performance from partners, confirming a comprehensive facility list is available, declining to extend the submission date or release the pre-existing Investment Grade Audit (IGA), and indicating that some technical details about the base's systems will be provided during IGA development. The amendment emphasizes that respondents must focus on their own past performance in ESPC/UESC projects and provide a solution that integrates with the pre-existing IGA for the Vandenberg Space Force Base project.

Amendment 0002

P a g e | 2

This amendment is issued to provide responses to requests for information (RFIs) and questions from industry regarding the Notice Of Opportunity for Vandenberg Space Force Base, California:

Question 1: Can the ESCO provide a combination of past performance showcasing ESPC/UESC experience and microgrid experience even if it is outside of an ESPC/UESC?

Response 1: No. Please refer to the NOO’s Factor 2 – Past Performance submission requirement.

It requires the submission of four (4) references that illustrate the ESCOs past performance as the prime contractor or as a prime subcontractor on any ESPC or UESC project.

Question 2: Can the ESCO utilize past performance of a partner that will be utilized on the project that has microgrid experience if it is outside of an ESPC/UESC?

Response 2: No. The Government needs to assess how well the ESCO has performed in previous similar efforts. Past performance history must be from the responding ESCO and not the past performance of its partner or partners even if it intends to utilize its partner for the project.

Question 3: Paragraph 4(a)(3) Page Size and Format indicates that the draft TO-4 schedule may be submitted as an 11x17 document; however, there is no mention of the TO-4 schedule in paragraph 4(a)(6) Response Requirements. Please confirm whether a TO-4 schedule is required for the recommended ECMs as part of the Factor 1 response.

Response 3: No. A TO-4 schedule is not required and shall not be submitted for recommended ECMs.

Question 4: The government has limited this section to 15 pages, similar to other NOO responses that don’t have the added requirements of assuming and executing a pre-established IGA and timeline and approach for evaluating and executing the pre-established IGA. Will the Government consider adding 5 additional pages to address these requirements?

Response 4: No. Additional pages will not be considered.

Question 5: As ERCIP funding is specific and not open for major changes after award, please provide the funding amount and scope for the approved ERCIP project that will be incorporated into the pre-established IGA. This information is needed to develop our approach to execute the pre-established

IGA.

Response 5: Microgrid with backup power has an estimated $57M in ERCIP Authorization.

Question 6: Page 4, paragraph (3) Page Size and Format states “The draft TO-4 schedule may be submitted as an 11x17 document and will not count toward the page limit requirements.” However, the Response Requirements beginning on page 6 of the NOO do not include a draft TO-4. Please confirm a draft TO-4 is not required with the response.

Response 6: No. A TO-4 schedule is not required and shall not be submitted for recommended ECMs.

P a g e | 3

Question 7: Can the government disclose who completed the previous Investment Grade Audit (IGA)?

Response 7: The information is not releasable as part of this NOO.

Question 8: Will the previous IGA document be made available for review to all bidders prior to proposal submission? If so, when will it be shared?

Response 8: The IGA, at this point, is not releasable. The NOO is focused on an ESCO’s approach in doing so.

Question 9: Please confirm that the attachment referenced in the NOO includes a fully comprehensive list of facilities, their square footages, and pertinent energy data for inclusion in our scope development.

Response 9: Confirmed.

Question 10: Is Vandenberg SFB a direct access customer for its electricity supply? Does the base receive power from federal sources such as WAPA, and under which transmission and distribution tariff(s) does it operate? This information will help inform the cost structure and appropriate Energy Conservation Measures.

Response 10: The information is not currently available.

Question 11: Are any of the engineering or consulting firms involved in the prior IGA anticipated or permitted to participate as bidders for this NOO? Are there any restrictions regarding their involvement?

Response 11: All 20 Energy Service Companies (ESCOs) that hold a DOE Fourth Generation ESPC IDIQ contract may submit a proposal in response to the NOO. As addressed in the NOO, a resultant TO, will only be awarded to one of the 20 DOE 4th Generation ESPC IDIQ Contract holders as the prime contractor.

Question 12: What building automation/energy management control systems currently exist across the site? Is the system unified or a mix of technologies/vendors?

Response 12: The information is not currently available.

Question 13: Can the government provide any historical data on previous ESCOs involvement or energy projects at Vandenberg SFB?

Response 13: The information is not currently available.

Question 14: Has the pre-existing IGA been accepted and funded by the government?

Response 14: Yes.

Question 15: We request the government share the pre-existing IGA with all respondents. Elements of responses for factor 1 and factor 3 are heavily dependent upon this information. Given the Governments’

P a g e | 4 requirement to integrate this IGA into our solution this will ensure an increased level of responsiveness for all ESCOs and increase value to VSFB.

Response 15: The IGA, at this point, is not releasable. The NOO is focused on an ESCO’s approach in doing so.

Question 16: We request that the government extend the submission date until mid-October. This three-week extension avoids the end-of-fiscal-year scheduling conflict that our industry historically experiences.

Response 16: No extension to the submission date is considered.

Question 17: Please confirm that our understanding is correct that Vandenberg SFB is not exporting excess power from the current Microgrid?

Response 17: There is not a current microgrid in VSFB.

Question 18: Are there any Executive Orders from the new administration that may have changed the scope of the pre-existing IGA project?

Response 18: No

Question 19: When will RFI responses be expected?

Response 19: Responses are in incorporated in this Amendment (AMD 0002) of the NOO.

Question 20: Can the Government please provide the current utility rates for gas, electricity (including demand), and water? Also, can the government please provide electrical demand (kW) history or data for VSFB?

Response 20: Attachment 1 of the NOO provided Energy Consumption and Costs.

Question 21: Is there an existing base-wide Building Automation System (BMS) or are BMS systems standalone for each building?

Response 21: Information will be provided during IGA development.

Question 22: Can the Government provide a list of buildings with BMS along with their front-end type?

Response 22: Information will be provided during IGA development.

Question 23: Can the Government provide existing as-built controls drawings?

Response 23: Information will be provided during IGA development.

All other terms and conditions remain as previously stated.
