About this opportunity
The Defense Logistics Agency (DLA) Energy is soliciting responses from Energy Service Companies (ESCOs) to design, install, and operate an Energy Savings Performance Contract (ESPC) Task Order at Joint Base Anacostia-Bolling (JBAB) in Washington, District of Columbia. The procurement seeks comprehensive energy resilience measures to reduce energy intensity, enhance operational continuity during utility grid disruptions, and strengthen mission-critical capabilities through priority technologies including solar photovoltaic systems, prime power generation, battery energy storage, microgrid controls, ground-source heat pumps, LED lighting, and retro-commissioning. Eligible ESCOs must be among the twenty prequalified contractors on the Department of Energy Fourth-Generation ESPC Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Evaluation will be based on three factors in descending order of importance: ESCO Approach (15 pages maximum), Past Performance (3 pages maximum), and Price (4 pages maximum), with Factor 1 and Factor 2 combined significantly outweighing Factor 3. All formal clarification requests were due by March 5, 2026 at 3:00 p.m., and responses must be submitted by March 26, 2026 at 3:00 p.m. EST via email to DLAEnergy-ESPC@dla.mil with a maximum file size of 10 MB.
This solicitation contains no set-aside designations and is exclusively available to the twenty existing DOE ESPC IDIQ contract holders. The project encompasses approximately 73 buildings totaling 6.5 million square feet with FY24 electricity consumption of 86,669,000 kWh and combined energy costs exceeding $29.6 million annually, providing substantial baseline cost savings opportunity. The selected ESCO will be responsible for conducting a comprehensive energy audit, implementing energy conservation measures, and managing operation, maintenance, repair, and replacement of all installed systems for the contract term, which may extend up to 25 years under 42 USC 8287. The ESCO will finance the investment privately and recover costs from a contractually determined share of verified energy cost savings. Performance of work will occur at Joint Base Anacostia-Bolling located at Bolling Air Force Base Heliport, Washington, DC 20032, with all designs and implementations required to comply with Air Force Civil Engineer ESPC 2025 Playbook, Air Force Guidance Memorandum 2024-32-01, and UFC 4-010-06 cybersecurity standards.
Notice text
This is a synopsis for a contracting opportunity for the provision of commercial items prepared in accordance with FAR Subpart 5.2. This synopsis does not constitute a solicitation.
BACKGROUND
Notice of Opportunity (NOO) for Energy Savings Performance Contract (ESPC) – Joint Base Anacostia-Bolling (JBAB), Washington, District of Columbia DLA Energy will utilize the Department of Energy (DOE) 4th Generation Energy Savings Performance Contracts (ESPC) Indefinite-Delivery/Indefinite-Quantity (IDIQ) to award a Task Order (TO) for the customer's requirement. The DOE ESPC IDIQ contracts were awarded to twenty (20) Energy Service Companies (ESCOs) based on their capability to meet specified ESPC terms and conditions, with a contract term up to 25 years allowed under 42 USC 8287. Through ESPCs, prequalified ESCOs finance, develop and implement energy conservation measures (ECMs) for federal agencies at no upfront cost to the installation. The return to an ESCO is a contractually determined share of the energy cost savings generated by the ESPC project. Prior to award of a TO, the ESCO conducts a comprehensive energy audit and identifies improvements to avoid facility energy costs and energy related operation and maintenance (O&M) costs. The ESCO guarantees annual cost savings upon implementation of the ECMs and privately finances the investment. The delivery schedule is amortized to allow the federal agency customer to pay for ESCO services and debt service from annual cost savings over the term of the contract. The DOE 4th Generation ESPC IDIQ contract will be used to award a TO to design, install, and operate an ESPC project at JBAB, Washington, District of Columbia
