About this file

This file is a Questions and Answers (Q&A) document for a Notice of Opportunity (NOO) for an Energy Savings Performance Contract (ESPC) at Joint Base Anacostia-Bolling (JBAB) in Washington, DC. The RFI responses address 27 questions submitted by prospective Energy Service Companies (ESCOs) regarding project scope, data availability, and evaluation criteria. Key clarifications include: existing rooftop and ground-mounted solar PV arrays are provided through a Power Purchase Agreement (PPA); DIA, Secret Service, and NREL facility inclusion will be determined during the Preliminary Assessment/Interagency Agreement (PA/IGA) phase; the project encompasses 73 buildings totaling 6.5 million square feet with FY24 consumption of 86,669,000 kWh (excluding DIA); utility rates provided are correct for water and sewer; and privatized base housing is included in both square footage and consumption figures.

Substantial data gaps acknowledged by the government will be addressed through the PA/IGA phase, including building construction/renovation dates, HVAC system types, electrical distribution documentation, baseline utility data, metering status, and mission-critical facilities identification. The evaluation will accept in-progress projects provided their anticipated construction completion falls within five years of the NOO closing date (March 26, 2026), though completed projects are likely to score higher for past performance. The government clarified that "industry standards" excluded from page count limits include FEMP protocols, ASHRAE standards, NFPA codes, manufacturer specifications, and official non-proprietary templates. The requirement for references from projects constructed within the last five years will remain unchanged, as the government declined to extend this timeframe to seven years.

JOINT BASE ANACOSTIA-BOLLING ESPC NOO QUESTIONS & ANSWERS (SP060426R0404)AMENDMENT #QUESTION #DATE RECEIVEDQUESTIONSRESPONSIBILITYANSWERSNOTESCOMPLETED
13/4/26For the existing rooftop and ground mount solar PV arrays on site, are these owned by JBAB or provided through a PPA? If PPA, please provide rate, system size/production, and term.JBABThe existing rooftop & ground mount solar PV is provided through a PPA. The additional information would be provided as part of the PA/IGA
23/4/26Once the project is awarded, will DIA, Secret Service, and/or NREL facilities be included?JBABThe information would be developed as part of the PA/IGA portion of the project.
33/4/26For the building list provided, can construction/renovation dates be provided for each? Can the basic HVAC system type be provided?JBABThe information would be developed as part of the PA/IGA portion of the project.
43/4/26For the blended electric rates provided, please clarify the rate schedule and the base $/kWh and the $/kW components of the blended rate.JBABYes, the rate is correct, finalized rates for usage in the project will be determine during the PA/IGA.
53/4/26Relative to the building list and electric and natural gas units, many sites are missing electric data. Please provide data, or confirm if there are master/aggregated meters in place.JBABThe information would be developed as part of the PA/IGA portion of the project.
63/4/26As described in the NOO’s section regarding Factor 1 – ESCO Approach, section b), it is noted that "industry standards" provided in the response do not count towards the page count. Please clarify what is intended as "industry standards", that in addition to the TO-4 document, will not count towards the total page count.DLA"Industry standards" refers to established, formal documents and data that are not created by your company for this specific proposal. These are excluded from the page count to allow for the inclusion of necessary reference materials. Examples of what is likely considered an "industry standard" include:

• Protocols & Guidelines: Documents from organizations like the Federal Energy Management Program (FEMP)

• Technical Standards: Publications from groups like the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) that define standards for energy audits and system design.

• Safety & Building Codes: Formal codes from bodies such as the National Fire Protection Association (NFPA).

• Standard Forms: Official, non-proprietary templates and schedules, such as the TO-4 document mentioned.

• Manufacturer Specifications: Detailed technical data sheets for proposed equipment.

73/4/26Will base housing (aside from Barracks already included on the list) be included in the overall project? Is base housing privatized?JBABNo. Housing is privatized.
83/4/26For Factor 2 – Past Performance (Recency), please confirm whether projects that are still in design/development (i.e. construction not yet started) may be included in the response if their anticipated construction completion falls within five years of the NOO closing date. If allowable, how will in-progress projects be evaluated relative to completed projects?DLAYes. The text explicitly states that a project can be included if its construction "is anticipated to be completed, within the last five (5) years from the closing date of this NOO." This language confirms that projects not yet in the construction phase are allowable, provided their projected completion date falls within the required timeframe. The text does not state that in-progress projects will be evaluated differently; instead, they will be assessed using the same criteria of Recency and Relevancy. However, there is a key distinction:

• Recency: An in-progress project will likely score well for recency.

• Relevancy: The evaluation depends on how well the project "demonstrates experience similar in scope, magnitude, and complexity." A completed project can fully demonstrate all phases of work, from design through construction and performance. An in-progress project, particularly one still in design, can only demonstrate experience in the initial phases.

While allowable, an in-progress project inherently provides less complete evidence of past performance compared to a project that has been fully constructed and is operational. Therefore, a completed project is likely to be considered a stronger example of relevant past performance.

93/5/26Building Metering Status
Can JBAB provide additional information regarding the current metering status of the buildings listed in Attachment 1 – Joint Base Anacostia Bolling Data, including whether building level electric, natural gas, and/or water meters are currently installed and operational for each facility?JBABAs part of the Preliminary Assessment, the ESCO shall conduct a meter survey, and provide a metering plan for usage in IGA.
103/5/26Electrical Distribution Documentation

Can the Government provide any existing electrical distribution system documentation for JBAB, including available single line diagrams, feeder loading data, and transformer capacity information, to support ESCO development of energy resilience, microgrid, and distribution upgrade concepts during the Preliminary Assessment?

JBABThe information would be developed as part of the PA/IGA portion of the project.
113/5/26Mission Critical Facilities and Loads

Has JBAB identified a prioritized list of mission critical facilities or loads that must remain operational during a utility grid disruption? If so, can this information be provided?

Alternatively, if such a list has not yet been finalized, can the Government clarify the process by which mission critical loads will be identified and validated during the Preliminary Assessment phase?JBABThis will be provided to the down selected ESCO and be developed as part of the PA/IGA
123/5/26For the housing that is on site at JBAB, can the government confirm the following:

a. Is the square footage of the privatized housing included in the 6.5M square feet provided in Attachment 1?

b. Is the electric consumption from the privatized housing included in the 86,669,000 kWh provided in Attachment 1? JBAB a. Yes

273/5/26Due to the recent government lull in awards in performance contracting is the government willing to extend the timeframe for references to any project constructed within the last 7 years?DLAAt this time, the requirement for references from projects constructed within the last 5 years will remain as stated in the solicitation. This requirement is in place to ensure the most recent and relevant performance and experience are evaluated.
