Summary: Standard Form 30 Amendment 0001

This is an Amendment of Solicitation document issued by the Defense Logistics Agency (DLA) Energy to all 20 Energy Service Companies (ESCOs) regarding Notice of Opportunity SP0604-26-R-0404 for Joint Base Anacostia Bolling (JBAB) in Washington, DC. The amendment, effective March 12, 2026, addresses 27 Requests for Information (RFIs) submitted by industry and provides clarifications on project scope, data availability, and evaluation criteria. The solicitation does not extend the offer receipt deadline, and offerors must acknowledge receipt of this amendment prior to the deadline specified in the original solicitation. The contracting officer is Avril A. Penn, and DLA Energy-FEA (Fort Belvoir, VA) is the administering office.

The RFI responses clarify that most detailed technical and operational data—including electrical distribution documentation, building metering status, baseline utility power data, utility distribution diagrams, central plant generation output, and missing utility consumption data for numerous buildings—will be provided during the Preliminary Assessment and Intergovernmental Agreement (PA/IGA) phase following down-selection of the winning ESCO(s). Key project parameters confirmed include: existing rooftop and ground-mounted solar PV is provided through a Power Purchase Agreement; base housing is privatized and excluded from scope; the 73 buildings in Attachment 1 encompass 6.5 million square feet and account for 86,669,000 kWh of electricity consumption (excluding Defense Intelligence Agency usage); and projects still in design/development phase are allowable for past performance evaluation if construction completion is anticipated within five years of the Notice of Opportunity closing date. The requirement to reference projects constructed within the last five years remains unchanged.

Amendment 0001

This amendment is issued to all 20 ESCOs addressing a Request for Information (RFI) from industry regarding the subject Notice of Opportunity for Joint Base Anacostia Bolling (JBAB). The attached spreadsheet titled ‘JBAB RFIs (26R0404)’ contains the same information and is provided for ease of reference.

FIRST: The following RFIs have been received from industry and are addressed as follows:

RFI # Question Answer

For the existing rooftop and ground mount solar PV arrays on site, are these owned by JBAB or provided through a PPA? If PPA, please provide rate, system size/production, and term.

The existing rooftop & ground mount solar PV is provided through a PPA. The additional information would be provided as part of the

PA/IGA

Once the project is awarded, will DIA, Secret Service, and/or NREL facilities be included?

The information would be developed as part of the PA/IGA portion of the project.

For the building list provided, can construction/renovation dates be provided for each? Can the basic HVAC system type be provided?

The information would be developed as part of the PA/IGA portion of the project.

For the blended electric rates provided, please clarify the rate schedule and the base $/kWh and the $/kW components of the blended rate.

Yes, the rate is correct, finalized rates for usage in the project will be determined during the PA/IGA.

Relative to the building list and electric and natural gas units, many sites are missing electric data. Please provide data, or confirm if there are master/aggregated meters in place.

The information would be developed as part of the PA/IGA portion of the project.

As described in the NOO’s section regarding Factor 1 – ESCO Approach, section b), it is noted that "industry standards" provided in the response do not count towards the page count. Please clarify what is intended as "industry standards", that in addition to the TO-4 document, will not count towards the total page count.

"Industry standards" refers to established, formal documents and data that are not created by your company for this specific proposal.

These are excluded from the page count to allow for the inclusion of necessary reference materials. Examples of what is likely considered an "industry standard" include:

• Protocols & Guidelines: Documents from organizations like the Federal Energy Management Program (FEMP)

• Technical Standards: Publications from groups like the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) that define standards for energy audits and system design.

• Safety & Building Codes: Formal codes from bodies such as the National Fire Protection Association (NFPA).

• Standard Forms: Official, non-proprietary templates and schedules, such as the TO-4 document mentioned.

• Manufacturer Specifications: Detailed technical data sheets for proposed equipment.

Will base housing (aside from Barracks already included on the list) be included in the overall project? Is base housing privatized?

No. Housing is privatized.

For Factor 2 – Past Performance (Recency), please confirm whether projects that are still in design/development (i.e. construction not yet started) may be included in the response if their anticipated construction completion falls within five years of the NOO closing date. If allowable, how will in-progress projects be evaluated relative to completed projects?

Yes. The text explicitly states that a project can be included if its construction "is anticipated to be completed, within the last five (5) years from the closing date of this NOO." This language confirms that projects not yet in the construction phase are allowable, provided their projected completion date falls within the required timeframe. The text does not state that in-progress projects will be evaluated differently; instead, they will be assessed using the same criteria of Recency and Relevancy.

However, there is a key distinction:

• Recency: An in-progress project will likely score well for recency.

• Relevancy: The evaluation depends on how well the project "demonstrates experience similar in scope, magnitude, and complexity."

A completed project can fully demonstrate all phases of work, from design through construction and performance. An in-progress project, particularly one still in design, can only demonstrate experience in the initial phases.

While allowable, an in-progress project inherently provides less complete evidence of past performance compared to a project that has been fully constructed and is operational.

Therefore, a completed project is likely to be considered a stronger example of relevant past performance.

Building Metering Status Can JBAB provide additional information regarding the current metering status of the buildings listed in Attachment 1 –

As part of the Preliminary Assessment, the ESCO shall conduct a meter survey, and provide a metering plan for usage in IGA.

Joint Base Anacostia Bolling Data, including whether building level electric, natural gas, and/or water meters are currently installed and operational for each facility?

Electrical Distribution Documentation Can the Government provide any existing electrical distribution system documentation for JBAB, including available single line diagrams, feeder loading data, and transformer capacity information, to support ESCO development of energy resilience, microgrid, and distribution upgrade concepts during the Preliminary Assessment?

The information would be developed as part of the PA/IGA portion of the project.

Mission Critical Facilities and Loads Has JBAB identified a prioritized list of mission critical facilities or loads that must remain operational during a utility grid disruption? If so, can this information be provided?

Alternatively, if such a list has not yet been finalized, can the Government clarify the process by which mission critical loads will be identified and validated during the Preliminary Assessment phase?

This will be provided to the down selected ESCO and be developed as part of the PA/IGA

For the housing that is on site at JBAB, can the government confirm the following:

a. Is the square footage of the privatized housing included in the 6.5M square feet provided in Attachment 1?

b. Is the electric consumption from the privatized housing included in the 86,669,000 kWh provided in Attachment 1?

a. Yes

b. Yes

Market research indicates the Base has Solar PV capabilities in production.

Please confirm whether the electricity being generated at the Base (via solar PV) is included in the 86,669,000-kWh consumed as listed in Attachment 1?

Attachment 1 contained data gaps in utility information. Please provide electric and natural gas usage for the buildings listed:

Missing Electric Usage: 391, 168, 72, 5681, 417, 398, 94, 520, 1, 2, 47, 371, 3620, 362, 15, 4456, 4485, 92, 3610, 413, 54, 356, 1304, 13, 419, 628, 48, 18, 52, 5, 418, 46, 4, 414, 38, 51, 8, 397, 121, 1303, 1305, 21, 353, 56, 49, 1302, 20, 122, 3618, 4455, 12, 408, 11, 503, 16, 409, 1306, 354 Missing NG Usage: 421, 3623, 3621, 370, 361, 1302, 20, 122, 3618, 4455, 12, 408, 11, 503, 16, 409, 1306, 354
