About this opportunity
The Naval Facilities Engineering Systems Command, Europe Africa Central intends to extend the ordering period for the Mini Multiple Award Construction Contract (Mini MACC) for five incumbent contractors for an additional 12 months, from September 2, 2026, through September 1, 2027, on a limited-source basis. The extension will utilize approximately $44 million of remaining contract capacity from the original $95 million ceiling and does not increase that ceiling.
The justification cites unusual and compelling urgency under 10 U.S.C. 3204(a)(2). The Government asserts that a lapse in construction services at Naval Support Activity Bahrain, the forward headquarters of the U.S. Fifth Fleet, would result in an unacceptable inability to perform emergency repairs and would degrade U.S. national security during heightened regional operational activity. The original long-term competitive follow-on procurement has been severely impacted by unforeseen events and reassignment of key personnel to support critical operational priorities. Awarding a new contract vehicle at this time would cause an unavoidable, mission-critical delay of several months due to security, legal, and logistical requirements specific to the OCONUS location. The five incumbent contractors are Liberal Construction, LLC; Consorzio Continental Socconsortile A R; RocKs GMBH; Kooheji Contractors; and Macro Vantage Levant DMCC. Place of performance is Naval Support Activity Bahrain. The agency commits to returning to full and open competition for the follow-on long-term MACC before expiration of this bridge extension.

The Naval Facilities Engineering Systems Command, Europe Africa Central (NAVFAC EURAFCENT) intends to extend the ordering period for the Mini Multiple Award Construction Contract (Mini MACC) for an additional 12 months, from September 2, 2026, to September 1, 2027. This is a bridge action and does not increase the original $95 million contract ceiling. The extension will utilize the remaining contract capacity of approximately $44 million.
Incumbent Contractors:
-
Liberal Construction, LLC
-
Consorzio Continental Socconsortile A R
-
RocKs GMBH
-
Kooheji Contractors
-
Macro Vantage Levant DMCC
Justification: The extension is required due to "unusual and compelling urgency" under the authority of 10 U.S.C. § 3204(a)(2).
-
Critical Mission Impact: A lapse in construction services at NSA Bahrain, the forward headquarters of the U.S. Fifth Fleet, would result in an unacceptable inability to perform emergency repairs and would degrade U.S. national security during a period of heightened operational activity in the region.
-
Procurement Delays: The procurement of a long-term, competitive follow-on contract has been severely impacted by unforeseen events and the reassignment of key personnel to support critical operational priorities ("Operation Epic Fury").
-
Impracticality of Alternatives: Awarding a new contract vehicle at this time would cause an unavoidable and mission-critical delay of several months due to security, legal, and logistical requirements in Bahrain.
This bridge action is necessary to provide the time required to complete the full and open competition for the follow-on MACC without incurring a dangerous gap in critical construction services.
