About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition for a federal contract action.
The Naval Facilities Engineering Systems Command, Europe Africa Central (NAVFAC EURAFCENT), Resident Officer in Charge of Construction (ROICC) Bahrain is seeking approval to extend the Mini Multiple Award Construction Contract (Mini MACC) Indefinite Delivery Indefinite Quantity (IDIQ) contracts for an additional twelve-month period from September 2, 2026, through September 1, 2027. The five incumbent contractors are Liberal Construction LLC (0004), Consorzio Continental Socconsortile A R (0005), RocKs GMBH (0006), Kooheji Contractors (0007), and Macro Vantage Levant DMCC (0009). The estimated value of services to be procured during the extended ordering period is approximately $44 million against remaining contract capacity from the original $95 million total contract value. The Mini MACC provides general construction services including design-build, design-bid-build, renovation, alteration, repair, utilities, demolition, and force protection projects at Naval Support Activity Bahrain.
The Government asserts that unusual and compelling urgency under 10 U.S.C. § 3204(a)(2) justifies the limited-source action based on three primary factors: the critical need to maintain construction capability at NSA Bahrain (headquarters of the U.S. Fifth Fleet) to prevent a gap in service and inability to execute emergency repairs; the severely impacted original acquisition plan due to Operation Epic Fury and revalidating requirements; and the impracticability of introducing a new IDO contract vehicle within the required timeframe due to OCONUS requirements for legal processes, host-nation approvals, and logistics. The Contracting Officer has determined anticipated costs are fair and reasonable based on competition among the five MACC holders and government cost estimates. The agency commits to returning to full and open competition for the follow-on long-term MACC before expiration of this bridge action.
