About this opportunity
Naval Facilities Engineering Command (NAVFAC EURAFCENT) intends to execute a sole-source extension of the current MACC under FAR 6.302-1, with a response deadline of July 29, 2026. The extension covers one additional year with no increase in capacity across MACC contracts N33191-20-D-0004, 0005, 0006, 0007, and 0009.
Work is performed in Bahrain and United Arab Emirates and includes design-build and design-bid-build general construction: building renovations, alterations, demolition, repair work, road and pavement repair, roofing, excavation, emergency repairs, interior finishes, water and gas line construction and repair, utility repairs including sanitary sewer and storm drainage, and fire protection repairs. Projects support Department of War activities within ROICC's area of responsibility and NAVFAC EURAFCENT-managed areas.
The Government characterized the extension as necessary to avoid unreasonable constraint on project execution for fiscal years 2026 and 2027, stating that failure to extend would significantly delay or cancel required renovation, repair, and construction projects, compromising mission readiness, airfield safety, and facility availability for combat operations.
NAICS 236220 (Commercial and Institutional Building Construction) applies, with PSC Z2JZ (Repair or Alteration of Miscellaneous Buildings). The contracting office is located in Naples, Italy; Deogracias Solis is the Contracting Officer. This notice signals the Government's intent to pursue a competitive follow-on MACC to eliminate future bridge actions.
Notice text
This contract action is for services for which the Government intends to execute a Justification and Approval under the authority of FAR 6.302-1 to the current MACC to extend the ordering period by one year with no additional capacity. Without this limited source there will be an unreasonable constraint in the Agency’s ability to execute the projects to within the ROICC’s Area of Responsibility for FY26 and FY27, which will lead to significantly delaying or canceling various required renovation, repair, electrical and other minor construction projects, which in turn will compromise mission readiness, diminish airfield safety and capabilities, and will delay the availability of required facilities to support the combat missions originating from ROICC Contracting Department.
The work includes, but is not limited to the following: Construction projects to be performed will primarily consist of general building type projects (renovations, alterations, demolition, repair work, and any necessary design) including: road repair; pavement repair; building renovation; roofing; excavation; emergency repairs; providing new finishes on the interior of buildings; water lines and gas line construction and repair; all utility repairs including sanitary sewer and storm drainage; all fire protection repairs, dormitory, community support facilities and both vertical and horizontal construction for Department of War activities in Bahrain, United Arab Emirates and areas managed by NAVFAC EURAFCENT.
