About this opportunity

The Department of the Army National Guard has published a Notice of Intent to Sole Source for the expansion of a VOISUS Radio System at Range 48 on Fort Drum. This Special Notice, posted on September 30, 2025, indicates the agency's intention to procure additional VOISUS equipment without competitive bidding. The procurement is set aside for total small business participation and falls under the communications equipment manufacturing sector. The notice addresses the need for expanding an existing proprietary radio communications system that serves as the enterprise standard across all Air National Guard ranges. The opportunity carries a same-day due date of September 30, 2025.

The primary objective of this sole source procurement is to provide critical communications capabilities to the Range Safety Officer position in the Control Tower through the addition of a VOISUS console and license. The agency justifies the sole source approach by explaining that VOISUS is a proprietary system incompatible with equipment from other manufacturers, making competitive alternatives non-functional with the existing infrastructure. The expansion will ensure required redundancy and compatibility with Range Control Officer and Range Operations positions that already utilize VOISUS systems. Only small businesses are eligible to participate in this opportunity, which aims to provide the Range Safety Officer access to all major radio networks used by other tower positions. The procurement supports the broader objective of maintaining standardized communications across all eleven Air National Guard ranges throughout the continental United States.

Notice text

VOISUS is the NGB enterprise standard for all 11 Air National Guard ranges throughout the CONUS. It is a proprietary system that is not compatible with other systems from other manufacturers. Any other competitive bids for this contract would not be capable of functioning with the existing system that is installed. The addition of this console and license will provide critical communications capabilities to the Range Safety Officer (RSO) position in the Control Tower of Range 48 on Ft. Drum. This additional capability will provide the required redundancy and compatibility with the Range Control Officer (RCO) and Range Operations positions that already have VOISUS systems installed. The additional VOISUS console will provide the RSO position with access to all major radio networks being used by the other two positions within the Control Tower.
