About this opportunity
Naval Facilities Engineering Command (NAVFAC) intends to sole source a modification to transition the Load Moment Indicator (LMI) system from wireless to wired configuration on existing Navy contract N62470-21-D-0009 for the Craft Service Life Extension Program (SLEP) II, with a sources-sought response deadline of August 11, 2026. The sole-source justification rests on FAR 6.302-1 (configuration control) authority.
Work is performed at Norfolk Naval Shipyard (NNSY) and Puget Sound Naval Shipyard & IMF (PSNSY). The Navy seeks a standardized RaycoWylie wired LMI system to maintain fleet standardization, ensure robust signal integrity, and maximize operational safety.
Vendors believing they can provide alternative wired LMI systems must demonstrate capability to meet five critical requirements: full wired configuration compliance meeting shipyard configuration control baseline standards (wireless solutions are not acceptable); seamless integration with existing primary portal crane architecture requiring zero modifications to hardware, software, or structural baselines; no new operational or maintenance training requirements; utilization of identical diagnostic tools, software interfaces, and troubleshooting protocols currently used by shipyard personnel; and introduction of no duplicative spare parts warehousing requirements.
Capability statements must not exceed five pages and must be submitted via Adobe PDF email to lisa.a.sumpter.civ@us.navy.mil by close of business August 11, 2026, with subject line "LMI SOURCES SOUGHT - WIRED CONFIGURATION CONTROL MODIFICATION." The government will provide no reimbursement for response costs.
