About this file
This is a Sources Sought Announcement for a planned modification to existing Navy Contract N62470-21-D-0009 for the primary portal crane class (Craft) Service Life Extension Program (SLEP) II at Norfolk Naval Shipyard (NNSY) and Puget Sound Naval Shipyard & IMF (PSNSY). The Government seeks to transition the Load Moment Indicator (LMI) system requirement from wireless to a wired configuration using a standardized RaycoWylie wired LMI system to maintain fleet standardization, ensure robust signal integrity, and maximize operational safety. The Navy is issuing this notice under FAR 6.302-1 authority to justify limiting sources for configuration control purposes based on market research responses.
Vendors believing they can provide alternative wired LMI systems must submit a Capability Statement (maximum 5 pages) via Adobe PDF email to lisa.a.sumpter.civ@us.navy.mil by COB August 11, 2026, with the subject line "LMI SOURCES SOUGHT - WIRED CONFIGURATION CONTROL MODIFICATION." The technical capability statement must demonstrate that the proposed system meets five critical requirements: full wired configuration compliance meeting shipyard CAR and configuration control baseline standards (wireless solutions are not acceptable); seamless integration with existing primary portal crane architecture requiring zero modifications to hardware, software, or structural baselines; requirement for absolutely no new operational or maintenance training; utilization of identical diagnostic tools, software interfaces, and troubleshooting protocols currently used by shipyard personnel; and introduction of no duplicative spare parts warehousing requirements. No reimbursement will be made for costs associated with providing response information.

SOURCES SOUGHT ANNOUNCEMENT
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a request for quote, proposal or invitation for bid.
The Government is issuing this Sources Sought notice to identify potential sources capable of supporting a planned modification to existing Contract N62470-21-D-0009 for the primary portal crane class (Craft) Service Life Extension Program (SLEP) II at Norfolk Naval Shipyard (NNSY) and Puget Sound Naval Shipyard
& IMF (PSNSY).
The contract originally specified the integration of a wireless Load Moment Indicator (LMI) system.
However, based on the NAVSEA requirement for corporate configuration control, the Navy is transitioning to wired LMIs under this contract to align with the fleet standard. This will ensure robust signal integrity, interference risks, and guarantee maximum operational safety. Consequently, the Government intends to modify the existing contract to transition the LMI requirement from wireless to a standardized, RaycoWylie wired LMI system to ensure specific designs and components remain common across the fleet.
Integrating non-standard wired LMI systems from alternative manufacturers increases configuration complexity. Managing multiple system baselines strains the shipyard's limited technical resources and impacts the troubleshooting response times necessary to maintain crane availability and support Navy ship schedules.
Consequently, any wired LMI system integrated into the primary portal crane class (Craft) must achieve absolute interoperability with the existing fleet baseline.
If a vendor believes they can provide an alternative wired LMI system, they must provide a technical capability statement demonstrating that their proposed system:
• Wired Configuration Compliance: Is a fully wired system that meets the physical and electrical safety requirements dictated by the shipyard's CAR (Crane Alteration Request) and configuration control baseline. Wireless solutions are not acceptable.
• Seamless Integration: Integrates seamlessly with the existing primary portal crane (Craft) architecture with zero modifications to existing hardware, software, or structural baselines.
• Personnel Training: Requires absolutely no new operational or maintenance training for existing shipyard personnel.
• Standardized Diagnostics: Utilizes the exact same diagnostic tools, software interfaces, and troubleshooting protocols currently used by shipyard electrical technologists to manage Load Moment Indicators.
• Logistical Footprint: Introduces no duplicative spare parts warehousing requirements (i.e., relies entirely on the current inventory of standardized LMI replacement parts).
SUBMISSION INSTRUCTIONS:
The Government will use the responses to this notice, along with other market research, to make determinations regarding the modification strategy and the justification for limiting sources to maintain configuration control under the authority of FAR 6.302-1.
Interested parties who believe they possess the expertise and a wired LMI system capable of meeting the strict configuration control requirements outlined above must submit a Capability Statement. The statement is limited to 5 pages and must directly address the technical constraints listed above.
Responses must be submitted in electronic form (Adobe PDF) via email to Lisa Sumpter at lisa.a.sumpter.civ@us.navy.mil no later than COB August 11, 2026. Please identify "LMI SOURCES SOUGHT - WIRED CONFIGURATION CONTROL MODIFICATION" in the subject line.
