This procurement falls under FAR 13.106(1) authority, citing that only one responsible source can satisfy the agency requirements. The contract is classified under NAICS code 339112 for Surgical and Medical Instrument Manufacturing and PSC code 4210 for Fire Fighting Equipment.

Capability statements are limited to six pages using minimum 10-point font and must include management, technical, and cost information with convincing evidence of qualifications. The government will consider all capability statements received by the deadline, though simple requests for information or documentation will not be considered valid responses. The anticipated contract award date is on or before September 30, 2025, structured as a firm fixed price arrangement for this one-time equipment purchase that supports the Navy's emergency medical services operations in the Southwest region.
