About this opportunity
The Department of State has published a Notice of Intent to Sole Source to Sol Suriname N.V. for the provision of automotive fuel at the U.S. Embassy in Paramaribo, Suriname. This special notice, posted on November 13, 2025, indicates the agency's intention to award a non-competitive contract to a single vendor rather than conducting open competitive bidding. The contract falls under the Fuel Oils product service code category and represents a civilian procurement action by the Department of State.
The primary objective of this sole source procurement is to secure automotive fuel supply from a provider capable of meeting the Embassy's unique operational and reporting requirements through a fleet card management system. The government has determined that Sol Suriname N.V. is the only local provider offering a fleet card system that eliminates advance payment requirements, accommodates multiple registered users with individual PIN codes, and generates the fueling data necessary for Embassy compliance reporting. Interested parties who believe they can fulfill these requirements may submit written evidence of their capabilities by November 28, 2025, at 4:00 PM local time to challenge the sole source determination. Any responses will be evaluated solely to determine whether competitive procurement should be conducted instead. The government retains complete discretion in deciding whether to proceed with the sole source award or open the procurement to competition based on information received.
