About this opportunity

The National Institute of Standards and Technology (NIST), a civilian agency within the Department of Commerce, has issued a Special Notice of Intent to Sole Source a service contract for repair and maintenance of a TESCAN MIRA-3 Scanning Electron Microscope (SEM). The notice specifically targets TESCAN USA Inc., located in Warrendale, Pennsylvania, as the sole provider for this specialized equipment maintenance service. The contract will cover multiple components including the TESCAN Mira-3 LMU Field Emission Scanning Electron Microscope, control panel, beam blanker, scroll pump, turbo molecular pump, and four premium SDD detectors. NIST has determined that TESCAN USA Inc. is the exclusive manufacturer and service provider with proprietary rights to the instrument's methods, design, and software. The agency's market research confirmed that TESCAN USA Inc. is the official and sole U.S. representative for TESCAN products.

The purpose of this Special Notice is to secure a one-year base service contract with four potential one-year option periods for maintaining critical scientific equipment. Interested parties are invited to submit responses by 11:00am EST on March 11, 2025, though the notice emphasizes that this is not a competitive solicitation. TESCAN USA Inc. was selected through sole source justification due to their exclusive access to proprietary components, technical support, and engineering resources necessary to maintain the instrument's original specifications. The resulting purchase order will be a Firm Fixed Price contract under NAICS Code 811210 for Electronic Equipment Repair and Maintenance Services, with a size standard of $34 million. While the agency is open to receiving responses from other potential contractors, they retain sole discretion in determining whether to compete the procurement. No solicitation package will be issued, and any submitted information will primarily be used to evaluate potential competitive procurement.
