About this opportunity

The Department of the Army Medical Command has issued a Special Notice of Intent to Sole Source a software license for the GSL IntelliCab prescription management system. The notice pertains to acquiring an AutoNotify software feature that enables text messaging and voice mail capabilities for prescription pickups after pharmacy hours. The procurement will cover seven locations and is valued at $50,475.00 for a base year period from February 1, 2025, to January 31, 2026. The software is designed to allow patients to retrieve medications from secure cabinets or lockers by scanning their identification card. The notice was posted on January 23, 2025, with a response deadline of January 27, 2025.

The primary objective of this sole source procurement is to add a specialized software license that unlocks additional features for the IntelliSys operating system and prescription storage cabinets. GSL Solutions Inc. is being identified as the exclusive provider due to proprietary intellectual property rights, which was confirmed through market research conducted on December 17, 2024. The procurement falls under the Simplified Acquisition Threshold and is justified under FAR 13.106-1(b)(1)(i) for exclusive licensing provisions. No specific set-aside criteria are applied, and the opportunity is categorized under Custom Computer Programming Services (NAICS 541511) and IT and Telecom Business Application Software as a Service (PSC DA10). While a notice of intent to award will be posted on SAM.GOV, no alternative vendors are expected to meet the requirement due to the unique proprietary nature of the system.

Notice text

This action seeks to add a software license to unlock the features of the GSL IntelliCab system. These systems are a series of cabinets/lockers that hold medications for patients to pick-up after hours when the pharmacy is normally closed by scanning the patients identification card. The lockers are usually placed near the pharmacy but may also be places in other non-medical public areas such as the Post Exchange.  See attached Sole Source Justification Memo
