About this opportunity

The U.S. Army Medical Research Acquisition Activity (USAMRAA) has issued a Notice of Intent to award a sole source bridge contract to SNA International, LLC for Scientific, Technical, Administrative, and Logistical Support Services (STALSS). This contract will be awarded on behalf of the Armed Forces Medical Examiner Systems (AFMES), which serves as the Department of Defense's leader in medicolegal services and emerging technologies. The notice was published by the Defense Health Agency on October 6, 2025, with responses due by October 21, 2025. The procurement is being conducted under sole source authority as prescribed by 10 U.S.C. 2304(c)(1) and FAR 6.302-1, indicating that only one responsible source can satisfy the agency requirements. The contract will be structured as a Firm Fixed Price arrangement with SNA International, LLC, located in Alexandria, Virginia.

The primary purpose of this sole source contract is to ensure continuity of critical forensic and medical examination services that support military readiness and service member safety. As the only death investigation system authorized for the U.S. Federal Government, AFMES requires uninterrupted support for multiple specialized laboratories and sections, including the Armed Forces DNA Identification Laboratory, forensic toxicology units, and various administrative and technical support functions. The contract encompasses comprehensive forensic investigative services including forensic pathology, DNA forensics, toxicology, and medical mortality surveillance. Since this is a sole source procurement, there are no competitive eligibility criteria for other contractors to participate, as the government has determined that only SNA International can meet the specific technical and operational requirements. The STALSS contract supports critical national security functions related to service member identification, forensic investigations, and emerging forensic technologies essential for military operations.
