About this opportunity

Marine Corps Installations - National Capital Region is issuing a Notice of Intent to sole source preventative maintenance and repair services for Rapiscan 620XR and 626XR X-Ray Systems at the National Museum of the Marine Corps to Rapiscan Systems Inc., with a capability statement deadline of July 27, 2026 at 3 p.m. EST. This is not a competitive solicitation; the sole source determination rests on Rapiscan's proprietary ownership of system schematics, technical documentation, and exclusive training of authorized Field Service Engineers. Market research confirmed no other vendor is authorized to service these systems. The contract period runs September 15, 2026 through September 14, 2031, comprising one base year and four one-year option periods, with an estimated total value of $69,642.00. Although the government intends sole source award, all responsible sources may submit a capability statement by the deadline to be evaluated solely for determining whether to conduct competitive procurement; the government reserves discretion to abandon the sole source approach based on responses received. Capability statements should be emailed to David Laster at david.laster@usmc.mil. The justification notes that competing vendors could become qualified only if Rapiscan voluntarily released proprietary information, and the government commits to continued market monitoring and evaluation of equipment replacement options during the contract lifecycle.
