About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 12 (VISN 12), through the Great Lakes Acquisition Center (GLAC), has published a Special Notice of Intent to Sole Source a contract to Four Points Technology LLC. This notice, posted on December 18, 2025, outlines the VA's intention to award a sole source contract under the authority of 41 U.S.C. 1901 for Philips patient monitoring systems software support and Oracle Federal Electronic Health Record integration services. The contract will support Madison and Tomah VA Medical Centers within VISN 12. The procurement falls under NAICS code 541512 (Computer Systems Design Services) and PSC code DF10 (IT and Telecom - IT Management as a Service). This sole source procurement indicates that the VA has determined Four Points Technology LLC to be uniquely qualified to provide the required services.
The primary objective of this contract is to maintain standardized Philips patient monitoring equipment software, correct software defects and cybersecurity vulnerabilities, and provide remote technical assistance for connected components at the covered facilities. Contractors seeking to challenge this sole source determination must submit capability statements by December 23, 2025, at 3:00 PM Central Time to demonstrate alternative qualification. Eligible vendors must be Original Equipment Manufacturer (OEM) factory-trained Philips-authorized service providers with documented authorization from Philips and customer references verifying their capability. The contract will be structured as a firm fixed-price agreement and will encompass software maintenance, cybersecurity updates, professional services for patient monitoring systems, and integration services with Oracle Federal EHR systems. Interested parties should submit documentation to William McQuade demonstrating Philips authorization credentials and relevant customer experience.
