About this opportunity

The National Institute of Standards and Technology (NIST) Acquisition Management Division has issued a Special Notice announcing its intent to negotiate a sole-source contract with Caliber MRI Inc. for servicing and upgrading existing MRI system phantoms. The notice, posted on March 7, 2025, with a response deadline of March 14, 2025, pertains to the Physical Measurement Laboratory's requirements for maintaining specialized laboratory equipment. The procurement falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing, with a small business standard of 1,000 employees. NIST plans to award a firm-fixed-price contract directly to Caliber MRI Inc. under the authority of FAR 13.106-1(b), which allows for solicitation from a single source under specific circumstances.

The primary objective of this Special Notice is to enable NIST to upgrade two MRI System Phantoms that have exceeded their 5-year useability lifetime, specifically requiring proprietary solutions and construction drawings only available from the original manufacturer. Contractors interested in demonstrating an alternative capability must submit a clear and unambiguous written response to the Contract Specialist, Deionne Jones, at deionne.jones@nist.gov by March 14, 2025. The justification for sole-source procurement emphasizes the need to replace contrast arrays and upgrade phantom structures to accommodate new NIST calibration protocols. The solicitation explicitly states that this notice is not a formal solicitation, but rather an opportunity for potential contractors to show they can meet the specific technical requirements. If no competitive alternatives are identified, NIST anticipates issuing the award by March 28, 2025. Eligible contractors must be able to provide specialized MRI phantom services with access to proprietary technical specifications and the capability to support advanced calibration protocols.

Notice text

The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Caliber MRI Inc. (CAGE: 7XL23), located in Boulder, CO, on a sole-source basis under the authority of FAR 13.106-1(b), soliciting from a single source to service and upgrade the existing MRI system phantoms.

The NAICS for this requirement is 334516, Analytical Laboratory Instrument Manufacturing, with a small business standard of 1,000 employees. NIST anticipates negotiating and awarding a firm-fixed-price contract to Caliber MRI Inc. for this requirement. See attached Requirements and Specifications.

Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used, it is estimated that an award will be issued by March 28, 2025.

Any questions regarding this notice must be submitted via email to the Contract Specialist at deionne.jones@nist.gov. All responses to this notice of intent must be submitted to the Contract Specialist at  deionne.jones@nist.gov  no later than the submission deadline of this notice.

Justification for Other Than Full and Open Competition

The refurbishment / upgrade requires the purchase order to go to the original manufacturer of the MRI Phantom, CaliberMRI.  The work requires the contrast arrays to be replaced and the phantom structure to be upgraded to accommodate new NIST calibration protocols. This work requires the access to proprietary solutions and construction drawings that only the original manufacture owns. Failure to process this request would prevent NIST from accommodating new calibration protocols.
